Description
The USDA Forest Service anticipates awarding a firm-fixed price construction contract for the Emerald Creek Bridge Replacement on the St. Joe Ranger District, Idaho Panhandle National Forests. This project is located approximately 4.5 air miles west of Clarkia in Shoshone County, Idaho. The legal description is the SE ¼ Section 33, T. 43 N., R.1 E., Boise Meridian. The latitude and longitude at the site is 47.027962, -116.335789. This project consists of the removal of an existing timber bridge and construction of a new 52' span by 14' wide concrete tri-deck beam bridge on a perched grade beam foundation. The bridge is located on FS Road 380 at milepost 0.4. Work includes, but is not limited to, installation of geocell subgrade stabilization, pre-cast concrete grade beams, precast concrete wingwalls, installation of pre-stressed concrete bulb tee beams, excavation and embankment of the roadway approaches, and road surfacing. This procurement will be set aside for Total Small Business. The Contractor shall furnish all labor, materials, equipment, supplies (other than for those listed as Government-furnished items) and supervision necessary to complete all required construction. The North American Industry Classification System Code (NAICS) is 237310 Highway, Street, and Bridge Construction, and the small business size standard is $36.5 million average annual receipts of a firm over three years. Per FAR 36.204, the estimated magnitude of construction for this project is between $100,000 and $250,000. It is estimated that the Notice to Proceed under this contract will be issued approximately mid-January, 2019 to facilitate the contract submittal process and Contractor ordering of materials. In-stream work will not be allowed before July 15, 2019 or after October 30, 2019. The Contractor shall develop and submit an operating plan 30 days prior to any instream work. The Government may elect to perform vicinity instream fish surveys (snorkeling) and possible fish removal mitigation during the period prior to contractor's instream work. The Forest Service anticipates issuing the solicitation for this acquisition on or about June 27, 2018. The solicitation package will include all maps, plans, drawings, and specifications and should be downloaded from this website at that time.
