Justification for other than full and open competition Special Notice - Notice of Intent to Award a Single-Source Procurement The Indian Health Service (IHS) intends to solicit and award a single-source firm-fixed priced service training contract for a two day class room sessions. Brief Service Description: The Contractor shall perform the following: OBJECTIVE: The UIC Tribal Utility Consultant (TUC) program under the Division of Sanitation Facilities Construction seeks acquisition and contracting assistance to procure onsite septic system (OSS) training for tribal utility staff in order to mitigate potential health risks associated with improper maintenance of OSS systems. BACKGROUND: This contract will assist the EPA in the administration of an Underground Injection Control (UIC) Program on Tribal lands. This contract will include various tasks for IHS to fulfill, including injection well inventory update, provision of relevant technical assistance, and facilitation of training events for Tribal members in subject matter related to the UIC Program. To fulfill the required training task, IHS is requesting training with a regional leader in promoting effective OSS operations and maintenance, and its training facility in Puyallup, Washington is the only such facility that has relevant large scale training aids for OSS training in Washington. The training is necessary as OSS on Tribal lands unregulated and often suffers from ineffective and infrequent operations and maintenance (O&M). The EPA classifies large OSS as injection wells as they discharge OSS typically treated wastewater to the subsurface and could pose potential harm to drinking water sources; therefore, having tribal staff properly trained in maintaining these systems is critical. GOALS: 1.Train Tribal Utilities Operations staff, employees, and other interested Tribal members in effective methods of OSS operations, maintenance, and monitoring. 2.Repeat trainings on a regular basis so that effective OSS O&M knowledge may be disseminated to all Tribes in Region X. DELIVERABLES: 1.Hosting up to two 2-day OSS O&M training events per year at an OSS Training Center in in Western Washington with full OSS replica systems available as training aids. 2.Training events shall be conducted by a minimum of two Instructors. 3.Class size shall be limited to 30 attendees. 4.Provide all class materials The NAICS Code for this procurement is 611710 - "Educational Support Services" with a Small Business Size Standard of $15.0M. This action is accomplished under FAR 13.106-1(b)(1)(i), "Soliciting from a Single-Source". This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, any offers received may be used to determine if a comparable source is available and more advantageous to the Government. All responsible sources may submit a response; which, if timely received, will be considered by the agency. If parties choose to respond, any costs associated with the preparation and submission of data or costs incurred in response to this announcement shall be the sole responsibility of the contractor and will not be reimbursed by the Government. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no affirmative written responses are received by the response date and time, a purchase order will be issued to Washington On-Site Sewage Association (WOSSA) without any further notice.
