- Other Documentation Pricing Document Solicitation Document The Federal Railroad Administration (FRA), Washington, DC, intends to award a Time and Materials (T&M) Contract to provide scientifically sound and legally defensible toxicological analyses of urine, blood samples, and tissue samples, obtained from railroad employees in post-accident testing. This is in accordance with FRA Post Accident Toxicological Testing Program (Program). This Program was implemented in 1986 pursuant to 49 CFR Part 219 -- Control of Alcohol and Drug Use, Subpart C -- Post-Accident Toxicological Testing. Please submit proposals in accordance with attached Request for Proposal "PATTS RFP". The following listed attachments are also incorporated and made part of this Solicitation: Attachment 1 - Sub-CLIN Spreadsheet Attachment 2 - Summary of Analysis Performed On Specimens for Toxicology Under FRA Post-Accident Testing Program. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The following addenda also apply. Offerors must read and follow these additional instructions to receive consideration: a. System for Award Management (SAM) Registration All Contractors must be registered in the System for Award Management, or SAM prior to award of a Federal Contract. However, due to the need to promptly award a contract after receipt of proposals, registration in SAM, to include completion of the Representations and Certifications, and having a status of "Active" is required BEFORE submitting a proposal. For information regarding registration visit www.sam.gov. b. Technical Proposal and Past Performance Information Offerors should submit a written narrative that thoroughly addresses all non-price evaluation factors listed under FAR provision 52.212-2, Evaluation-Commercial Items in attached "PATTS RFP". c. Due Date for Responses Questions are due to Jomo Haldane by email Jomo.Haldane@dot.gov by no later than 5:00 PM EST, June 15, 2018 with "PATTS Questions" in the subject line. Proposals are due by 5:00 PM EST, June 27, 2018 by email Jomo.Haldane@dot.gov with PATTS Proposal in the subject line.
