- 2.0 H-60 NIINs The DLA Aviation Richmond will issue a solicitation to identify parties having an interest in and the resources to support DLA's Captains of Industry (COI) Initiative. The Initiative includes 64 items that are being used in support of the H-60 platform or weapon systems. Honeywell International Inc. is the approved source supplier for these items. It is anticipated that the 64 items will be awarded and priced with lead-times as add-ons to Honeywell JOC Umbrella Contract: SPE4AX-14-D-9401. A Letter Request for Proposal (RFP) will be utilized for this COI Initiative. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If other NSNs are identified, they will be added, as defined by this strategic initiative and contract terms, they will be synopsized separately. If your company has the potential capacity to perform these contract services, please provide the following information: 1) company name, address, email address, Web site address, telephone number, and size and type of ownership for the company; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, your company should address the administrative and management structure of such arrangements. Any supplies to be furnished under this resulting contract will be ordered by issuance of a delivery order. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, Procurement Note 4, Government Surplus Material, or adequate traceability documentation to show product is acceptable. In addition, respondents should identify the available quantities, prices, and lead-times. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interests of the government. Specifications or plans related to the procurement described are not available at DLA Aviation. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. In order to receive an award, regardless of dollar value, you must be registered in the System for Award Management (SAM). Annual updates to your registration will be required.
