VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($2SOK) Acquisition Plan Action ID: VA246-18 -AP-913 3 Contracting Activi ty: Department of Veterans Affairs, VISN 06, Network Contracting Office 6, Hampton VA Medical Center, 23667. The Durham VA Medical Center submits transaction number# 558-18-3 -085-0435. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Install onsite proprietary wireless activation for all GE 5500 EKG Carts. All necessary software updates and patches required to maintain the equipment to OEM normal operating specifications will be furnished at no additional cost. Included in the scope of work is unlimited technical and clinical telephone support from OEM-trained specialist. All parts provided must be OEM-new. The estimated amount for this service is $25,070.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: All Field Service Engineers (FSE) performing under this contract are certified by the manufacturer (GE Healthcare) to provide needed wireless kits. Contractor is also experienced in the service and repair of GE 5500 EKG Carts and GE wireless kits used in tertiary health care facilities. In addition, all FSEs have original equipment manufacturers (OEM) training on the models and have full and unfettered access to all OEM service publications and diagnostic service software. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted to search for available SDVOSB's capable of performing this service in VIP under NAICS code 334510, and 138 SDVOSB's and 25 VOSB'S were identified as capable of providing this service. However, due to the proprietary nature of the equipment and the unique knowledge and experience of GE Field Service Engineers with installing the wireless kits, repairing and inspecting the EKG Carts, no other vendors were contacted. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-l(b).
