Description

CONSTRUCTION PROJECT - 644-14-517, AC Replacement Building 26. The Department of Veterans Affairs, San Diego VA Health Care System (SDVAHCS) has a requirement for construction to replace the Heating Ventilation and Air Conditioning for facility 26. The intent of the procurement is to award a firm-fixed price construction contract. Work includes, but is not limited to: General construction of The AC-26 Replacement project with new 100% outside air unit AC-74A, AC-74B, new chilled water coils, new heating hot water coils, new steam coil, new desiccant wheel for the AC unit, new exhaust system EF-74A, EF-74B, EF-74C, EF-74D, EF-74E and EF-74F, new Bag-In-Bag-Out HEPA filter units with housing and isolation dampers, new steam humidifiers, new clean steam generator, new chilled-water storage tank, additional cooling modules and all required components for the existing air-cooled chiller to operate at new capacity, all venture valves for seven (7) operating rooms, BMS controls and other new work. The Statement of Work (SOW) defines the effort required for the completion of work. The Government will not reimburse the firm for their proposal preparation cost. Interested parties are strongly encouraged to attend a site visit; date, time and location of site visit still to be determined. Information regarding the site visit will be indicated in the solicitation when posted. All offerors are strongly urged to attend. Due to anticipated response and limited space, please limit the number of attendees in your group. Contractors shall contact Michael Banks. Contract Specialist, to indicate their interest in attending the Site Visit. Requests, in the form of an e-mail message to michael.banks6@va.gov, must be received by the Contract Specialist prior to the scheduled site visit. Statement of Work, Specifications, and Drawings will be issued as attachments to the solicitation. The San Diego VA Health Care System (SDVAHCS) Facilities Management Service Department requires a contractor to provide all labor, materials, tools, equipment, qualified supervision, engineering, and services for the AC Replacement in building 26. This notice is issued by NCO-22 Gilbert, Located in Phoenix Arizona. However, work be performed at the following VA facility: San Diego VA Health Care System (664) 3350 La Jolla Village Drive San Diego, California 92161 This construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS code) for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors. Small Business concerns for this NAICS code have a size standard of $15M.   The resulting contract will be a firm fixed construction contract. The period of performance of the contract is intended to be 365 calendar days after Notice to Proceed, with no options included. The anticipated Range of Magnitude for this project, in accordance with VAAR 836.204 is projected to be: Between $2,000,000 and $5,000,000. It is anticipated that a Solicitation will be issued in June, 2018. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. The Government will not pay any costs for responses submitted. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN.
