- Redacted Sole Source Justification for Master's Acoustic classes The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the purchase of acoustic engineering Masters "acoustic core program" courses. The NAICS code is 611310 and the Product/Service Code is U005. The proposed purchase order is being solicited on a sole-source basis to Catholic University of America. The proposed action is for Master's Degree Acoustic Engineering courses as part of an acoustic core program Master's Program. Catholic University is the only source, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: Catholic University is the only source that has a Master's degree program in an acoustic core program. The NSWCCD intends to award a firm fixed-price purchase order to Catholic University of America using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12 June 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 06/12/2018 at 10:00 AM EST will be considered by the Government. Any questions must be received via e-mail by 06 June 2018 at 10:00 AM EST. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
