- TITLE: J- NOTICE OF INTENT TO AWARD SOLE SOURCE SOL: 36C24218Q9199 DUE: 5 June, 2018 @ 10:00 AM SET ASIDE: N/A NAICS: 811219 POP STATE: ASAP AGENCY: Department of Veterans Affairs - Bronx VAMC POC: Carlton Lunsford, email: carlton.lunsford@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO Leica Microsystems Inc. Market research was conducted and determined that Leica Microsystems Inc. is the only vendor capable of providing the Leica Biosystems Preventive Maintenance service necessary to meet the requirements. All items are proprietary to Leica Microsystems Inc. and not able to be sourced out to another. This Notice of Intent is not a request for Proposals or Quotations. No contract award will be made on the basis of proposals, or quotations received in response to this notice. The government MAY consider all Expressions of Interest (EOI) received prior to 5 June, 2018. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to carlton.lunsford@va.gov and received by 10:00AM EST on 5 June, 2018. Submitters are responsible for ensuring their EOI reaches the designated contracting officer on-time. See attached Statement of Work below for additional details. STATEMENT OF WORK Background: The requirement is to provide the following: A. Service agreements for the maintenance and repair of a Leica CM3050 S Cryostat. The instrument is a very sophisticated device that permits researchers to cut thin slices of frozen tissue samples inside a refrigerated cabinet that can be maintained at -20 C. These slices are then mounted on glass slides and examined under a microscope. The instrument uses proprietary technologies to move the cutting blade and cool the cabinet. The continued operation of the instrument within manufacturer s specifications for refrigeration and accuracy of blade motion is required for successful completion of ongoing VA research funded by Merit Review and other mechanisms. In addition, the refrigeration system requires regular service to ensure its function. We therefore are requesting a service agreement that provides for periodic maintenance on at least an annual basis and which provides onsite repair should a malfunction occur. At the present time only field service technicians from Life Technologies are certified to inspect and service these instruments. Objectives: The goal of the contract effort is to obtain a service agreement to provide annual periodic maintenance and onsite repair as needed for a Leica CM3050 S Cryostat located in the Research Building at the James J. Peters VA Medical Center, Bronx, NY. Performance Period: Base year: Award Date through 9/30/18 Option Year 1: 10/1/18 to 9/30/19 Option Year 2: 10/1/19 to 9/30/20 Option Year 3: 10/1/20 to 9/30/21 Option Year 4: 10/1/21 to 9/30/22 Place of Performance: The location of work performance during periodic maintenance visits and service calls will be: James J. Peters VA Medical Center 130 W. Kingsbridge Rd. Rooms 1F-11 & 3F-05 Research Building Bronx, NY 10468 Scope of Work or Tasks: Emergency repair service as required during the hours of 08:00am 05:00pm, Monday through Friday unless otherwise stated above or in applicable attachments. Labor, travel and replacement parts, as required, excluding consumable items, unless otherwise stated above. Leica will provide 1 planned maintenance inspection(s) per period unless otherwise specified. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI): No Government-Furnished Property will be provided to the contractor. Security Considerations: These requirements may include, but are not limited to, such items as: Special pass or identification requirements; Special security clearance requirements; or Special escort requirements. The field service technician will be escorted by a member of the laboratory research service or the Molecular Program of the National Center for the Medical Consequences of Spinal Cord Injury. Travel: Service technicians are required to travel to equipment locations. Special Material Requirements: None Any Other Requirements unique to the solicitation: The contractor shall demonstrate a track-record of high-quality work in this field.
