- Combined/Synposis Solicitation RFP Solicitation Exhibits - CDRLS Solicitation Attachment 2 - Technical Evaluation Checklist Solicitation Attachment 1 - SOW Solicitation W900KK-18-R-0047 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, utilizing FAR Part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Proposal (RFP) for the Republic of Kenya and Republic of Uganda Huey II Flight Training Device as prescribed in the enclosed Solicitation W900KK-18-R-0047. The closing date for this solicitation is 29 June 2018. All proposals must be received via e-mail no later than 12:00 noon EST on 29 June 2018. This effort will be a 100% Small Business Set-Aside. The NAICS code for this procurement is 333318 and all small businesses must self-certify within SAM for that NAICS code to be eligible for award. Size Standard is 1,000. All questions pertaining to this RFP must be in writing submitted via-email and received by the Army Contracting Command - Orlando (ACC-ORL) no later than 12:00 p.m. EST on 8 June 2018. All questions must be addressed to the Contract Specialist and Contracting Officer. The Contract Specialist for this solicitation is Ms. Karen Henderson (karen.d.henderson.civ@mail.mil), and the Contracting Officer is Ms. Dana Graham (dana.d.graham2.civ@mail.mil). The U.S. Government intends to award a single award contract. Award will be a Firm-Fixed-Price contract under FAR Part 12 - Acquisition of Commercial Items utilizing FAR Part 13 - Simplified Acquisitions Procedures. All proposals are due by the specified date and time, Eastern Standard Time (EST), via email. This document is not legally binding and does not obligate the U.S. Government in any way. BASIS OF AWARD The award will be made to the responsible offeror whose proposal is evaluated and determined to be the lowest price technically acceptable (LPTA). Under the LPTA evaluation, proposals received will be reviewed to determine lowest price proposed; if among the proposals received the lowest price is determined to be technically acceptable, no further evaluations will be performed. If the lowest priced proposal is determined to be not-technically acceptable, the next lowest price proposal will be then evaluated for technical acceptability, and so forth. Similarly, a Cost/Price analysis will not be performed for that proposal deemed Technically Unacceptable. All offerors will receive a written notification of the LPTA award, with the selected proposal price and rating as it compares to the respective offeror's not-selected proposal submitted. PROPOSAL SUBMISSION 1) Each offeror shall provide a proposal under this solicitation in accordance with FAR 52.212-1; Instructions to Offerors -- Commercial Items. 2) Including the name, address, and telephone number for the point of contact for the offeror. 3) Electronic Transmission/Proposal Evaluation - Offers in response to this RFP, shall include a price volume submitted via email to the Contract Specialist and Contracting Officer/s. 4) The technical evaluation will be performed via the Technical Evaluation Checklist contained in the Solicitation W900KK-18-R-0047, Attachment 2. 5) The following information must be provided/completed with your proposal: DUNS Number: ___________________ CAGE Code: ___________________ TAX ID: ___________________ Registered in SAM: Yes _____ No _____ Information to register can be found at: https://www.acquisition.gov.
