- Justification for Other than Full and Open Competition (JFOC) NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT... The Broadcasting Board of Governors, Office of Policy & Research requires a renewal of its trade subscription to Chartbeat (https://chartbeat.com/ ), a cloud based application. This subscription is needed to help BBG and its Networks Digital Managers be aware of essential performance elements of BBG digital properties in real time, in effort to make editorial decisions. The anticipated period of performance is May 26, 2018 - May 25, 2023 The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 1901 which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The Office of Contracts (CON) at the BBG, plans to make an award to Chartbeat on a sole-source basis for up to 200,000,000 page views, unlimited logins, 60 dashboard configurations. Interested firms must state how they would comply with the Government's requirements to include appropriate supporting documentation. All responsible sources may submit a response which, if timely received, will be considered. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to the attention of both Mr. J.R. Hill, Contracting Officer, email: chill@bbg.gov and Ms. Amber Gray, Contract Specialist at agray@bbg.gov. Telephone or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted by the BBG. Any questions regarding this Notice of Intent shall be in writing and submitted to both the Contracting Officer and Contract Specialist via email. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. All written expressions of interest shall specifically reference this Notice by its title and date of publication. This notice is not a RFQ, RFP or an IFB.
