Description

GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project. PROJECT TITLE: Modify Supervisors offices HVAC, Lighting and Sprinkler Movement/Modification PROJECT SCOPE: Contractor will provide personnel, tools, and material necessary to modify supervisor offices (43) on 3rd floor of building 46 to provide HVAC and Lighting. The current supervisor offices were built without providing individual air conditioning, heat and lighting. There are also a couple offices that have fire sprinklers that need to be moved. The vision is to have all supervisor offices outfitted with a VAV box to provide individual heating and cooling capabilities, thermostat and 2X2 LED lights with dimming capabilities. PLACE OF PERFORMANCE: St. Petersburg VA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida. The solicitation number is 36C10E18Q0182. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about 11 June 2018. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $100,000 and $250,000. PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to the offeror is determined to be the best value. IAW FAR 13.106-2 The Government will determine the best value by using price and other factors. SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238110 and the small business size standard is $15 MIL. PROJECT COMPLETION DATE: The project performance period will be stated in the Request for Quote when issued. SITE VISIT: A site visit is tentatively scheduled for June 21, 2018. Further information will be provided in the Request for Quote when issued. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. DUNS numbers shall NOT be in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award.
