- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources (small and other than small) to perform a potential requirement. Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS code: 541620 and sized standard is $15.0M. NOTE: Respondent claiming SDVOSB and VOSB status must be registered and CVE verified in VetBiz Registry www.vetbiz.gov. Project requirements: The contractor shall complete a Comprehensive Lead Based Paint (LBP) Survey of all painted surfaces at the VA Memphis Medical Center and the development of a Lead Management Plan, including but not limited to developing a survey plan, sampling, preparation of maps, preparing draft report and final report and final infrastructure mapping. All work completed should comply with VA, City of Memphis, Shelby County, the State of Tennessee and EPA's current regulatory requirements. The final goal is to properly manage LBP hazards and eventually remove any LBP from the facility. The Contractor shall complete all work the following in all areas of the VA Memphis buildings: Building 1A Bed Tower (2000); Building 1 Administration Building (1967); Building 1 Ambulatory Care Addition (1984); Building 5 Clinic Annex (1980); Building 6 Telephone; Building; Building 7 Spinal Cord Injury (1986); Building 8 Property 10 (1925); Building 9; MRI (1994); Building 10 Engineering Shops (1996). See attached map The survey shall include all areas related to the project in buildings and structures, interior and exterior, where painted surfaces could occur. Inspection and sampling shall consist of a thorough property inspection to identify all lead containing material for example lead-based paint or pigment and walls/door/glass/floor that contain lead. A comprehensive inspection for LCM in all homogeneous structures and subsections shall be conducted using an XRF instrument approved by HUD and for which an XRF Performance Characteristic Sheet (PCS) has been developed, or by paint chip sampling All paint chip sampling, when deemed necessary, shall be performed in accordance with the applicable requirements of the HUD Guidelines and these Guidelines. Paint chip sampling may be performed in lieu of the XRF method for smaller subsections and/or functional component types when XRF methods prove inaccurate or infeasible. All positive painted surfaces shall be labeled by the contractor indicating LBP and the hazard. The contractor shall prepare a comprehensive LBP report of information identified during the survey and indicate the hazards if any associated with LBP in the facility. A LBP Inspector/Risk Assessor certified in the State of Tennessee, shall document and sign all reports provided to VA MEMPHIS staff. The contractor report shall also provide cost estimates for abatement of LBP identified during the survey. Anticipated period of performance: The lead paint survey shall be completed within 180 calendar days from the award Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, small, WOSB, large, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
