- Solicitation Document Dover Air Force Base, DE is interested in purchasing a water massage spa for our fitness center. Please see the attached form if your company is interested in providing our base with a water massager. All quotes must include a water massager that is equal to or greater than the item described in the attached document. Additionally, the vendor with the lowest price, that also meets the minimum water massager requested (see attached), will be awarded this contract.
