- Map # 4 Map # 3 Map # 2 Map # 1 Solicitation Document - RFQ Synopsis: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation 1283D518Q0002 is issued as a Request for Quotation (RFQ) with an issue date of May 25, 2018 and a closing date of June 26, 2018 at 1:00 PM Mountain Time. The attached solicitation document and incorporated provisions and clauses are in effect and will be made an integral part of any resulting contract. This is a Total Small Business Set-Aside under NAICS 115310, with a small business standard of $7.0 M. The Cibola National Forest - Black Kettle National Grasslands is soliciting for quotations on a competitive basis from qualified organizations to enter into a firm fixed price contract for Tree Mastication Services. Responses to solicitation 1283D518Q0002 must be in accordance with specifications which can be found in the attached solicitation document. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other evaluation factors considered. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK INTRODUCTION Background The Forest Service is in need of tree mastication services as part of the Cibola NF restoration efforts. The purpose of this contract is to secure tree mastication services in a manner that removes invasive tree species and fosters native tree survival and growth potential. Scope of Contract (See attached solicitation document, maps, specifications, etc.) The solicitation is for tree mastication services on Cibola National Forest, Black Kettle National Grasslands. The Contractor shall furnish all labor, equipment, quality control inspections, supervision, transportation, supplies and incidentals to perform all work necessary on the areas specified in the contract. The contract includes tree mastication on four separate units. One base unit and three optional units that may be awarded by the Government subject to the availability of funding. All aspects of the work program shall be performed in an organized, systematic manner to assure services are performed uniformly over all awarded units. This solicitation will result in a best value contract that is Firm Fixed Price and will be Performance Based. The performance period will begin approximately in late summer/fall 2018. Description, Location, and Access See the attached solicitation package for further information of bid items, project maps, contractual clauses, etc. Contractors shall be registered with the US FEDERAL GOVERNMENT SYSTEM FOR AWARD MANAGEMENT (SAM.gov) at the time the solicitation is due in order to be considered for a Government contract. Information regarding these requirements and how to register may be obtained from http://www.sam.gov. Registration in SAM.gov is free. Offers are being accepted by electronic mail at jvaroz@fs.fed.us. Offers must be submitted using the attached solicitation forms, signed by company officer with contact information, DUNS #, and are due no later than 1:00 PM, MDT on June 26, 2018. Prospective contractors are encouraged to attend a pre-bid meeting on June 20th, 2018. Meeting details are contained within the attached solicitation document.
