- The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the work of the National Institute of Diabetes, Digestive, and Kidney Disease (NIDDK) intends to award a purchase order without providing for full and open competition to MEI Research, Ltd, 6016 Schaefer Rd, Edina, MN 55436 to obtain 4 MFC blender to connect to existing CalRQ computers. MEI Research is the manufacturer and the only authorized dealer for providing maintenance and service to the instrument. The NIDDK in Phoenix performs research studies that investigate the causes of obesity and diabetes. As part of the section's ongoing work, the section measures energy expenditure in a whole room indirect calorimeter to aid its ongoing research. Almost all the active research protocols in the section rely this equipment. NIDDK has two whole-room indirect calorimeters (chambers) for these human studies. It is important for the chambers to provide consistent and accurate results with the least amount of error. It is also important to keep them operational and minimize downtime because the ability to conduct and complete the protocols as quickly as possible is greatly hampered if the chambers are not operational. These chambers also require maintenance, which if not done or deferred, greatly increases the chance of chamber malfunction that in turn gives inaccurate data or no data at all. Because the equipment that is part of the chamber is complex, the chamber often requires troubleshooting. The proposal intends to: 1) make the chamber results more accurate, 2) make the chamber more stable over time, 3) reduce chamber downtime, and 4) enhance the ability to fix the chamber when it is malfunctioning. Task Area 1 - Gas Blender. A gas blender is a hardware and software system that allows an operator to blend gases for calibration and validation of the chamber. The blender is also a diagnostic tool if the chamber is malfunctioning. The vendor should provide 4 MFC blenders to connect to existing computers running CalRQ software. The vendor should configure the CalRQ software to integrate the new gas blender system. Task Area 2 - Dryer System. The dryer system will replace our existing system of drying the gas. The instruments that perform the gas readings for our chamber require that the gas be dried. The new dryer system improves the accuracy of the chamber results and improves the stability of the chamber system. The vendor should provide four Perma Pure Dryers and necessary tubing and fitting. The vendor should establish and create a source for the Purge Gas System. This may include using the medical air (if viable) or using a compressor with a membrane dryer. Task Area 3 - The gas blender and dryer systems require installation, training, and support because of the complexity of these systems. In addition to remote service, installation, training, and support requires travel and work done on site. The on demand support should include the following: vendor travel to the chamber site to install of the gas blender and dryer systems, provide operator training for blender and dryer systems, modification of CalRQ software to meet the needs of research studies and specific chamber configuration. Task Area 4 - Mass Flow Meter (MFM) and Blender Calibration. The mass flow meters that are currently in the chamber and the blender (see#1 above) require periodic calibration to work properly. The new blender and the three existing mass flow meters need to be calibrated. The vendor shall provide calibration of the three mass flow meters and blender. The vendor should update CalRQ configuration with the calibrations. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NICHD201800041 will be available ten (10) days after the publication date of this synopsis. Receipt of quotations will be due five (5) days after the release of the RFQ. All interested parties to this solicitation may request a copy of the RFQ package via email verne.griffin@nih.gov. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." Third party repair vendor to provide a signed agreement with the OEM to provide certified technicians and OEM parts. All requests must contain offerors name, address, telephone number and fax number.
