- THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR SERVICES AND/OR SUPPLIES. IT IS NOT GARUNTEED AN OFFICAL SOLICATATION WILL BE ISSUED AS A RESULT OF THIS RFI. The Engineer Research and Development Center (ERDC) Information Technology Laboratory (ITL) provides expertise in the science of information, the practice of information processing and the engineering of information systems to produce enabling technologies for the Corps of Engineers, U.S. Army, Department of Defense (DOD) and their customers. The ITL conducts research and development in Informatics and Computational Science and Engineering with particular emphasis on providing high-performance computing for scientific and engineering discovery; data acquisition, analysis, and management; geospatial analysis and informatics; software engineering and evaluation; automated information systems; building information modeling. Every year, the Information Science and Knowledge Management Branch (ISKMB) works with multiple points of contact, both internally and externally, to establish, revise, renew, and/or maintain licenses for active subscriptions to online resources essential to ERDC researchers Scientific and Technical (S&T) projects. To perform this yearly process, the ISKMB's acquisition team relies on past Branch procedures, which includes but is not limited to the utilization of excel spreadsheets to track historical and current activities/statuses regarding licenses, access, and vendor information and the storage of files related to the different steps of the process in multiple locations and in multiple formats. Although these procedures have worked well in the past, the ISKMB has noticed some inefficiencies with present methods, such as multiple team members not having simultaneous accessibility to information, outdated records, and file duplication. Therefore, the ISKMB would like to invest in a system that would allow the Branch's acquisition team to store, share, manage and report on all information and actions related to licensed resources to which it subscribes in a central, searchable system that all acquisition team members can access simultaneously. In addition, the Branch would like the system to have the following requirements: 1. Compatible with Internet Explorer, Google Chrome, Firefox, and Safari 2. Compatible with multiple operating systems 3. Ability to ingest COUNTER-compatible usage statistics for use 4. Ability to store full set of licensing terms that include interlibrary loan terms of use 5. Ability to create, edit, and remove deflection policies 6. Ability to be integrated with other major information science systems/products/tools, such as EZProxy and WorldCat Discovery 7. Capability of uploading/importing and exporting electronic resource license agreements and related documentation in a variety of formats, such as CSV, word, pdf, etc into and from a centralized location 8. Capability of creating, editing, and managing electronic holdings at different metadata levels, such as title level and collection level 9. Ability to create, edit, and manage vendor information 10. Capability of viewing usage for individual licenses and calculating individual license usage cost for different durations, such as monthly or yearly reports 11. Capability of establishing alerts for administrators for expiring licenses, renewals, etc. 12. Ability to possess a history for each license to show all pass and current activity associated with each license 13. Ability to perform specific searches within system to quickly locate licensing and vendor information, such as encoded terms of use The North American Industry Classification System (NAICS) Code is 541512, Computer System Design Services, and the size standard of $27,500,000.00. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 PM CST on 05 June 2018. Such capabilities and qualifications will be evaluated for the purpose of: 1) Learning industry practices/products/services, 2) Developing an acquisition strategy to determine the type of solicitation, set aside (if any) and competition effort. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information: 1. Business Status: Please indicate the business status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.). 4. Business Size: Please indicate your business size based on NAICS 541512. 5. Positive Statement: Please provide a positive statement of interest to submit a proposal in the event a solicitation is issued. Potential Offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in this response is appreciated.
