Description
PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (US EPA), Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Systems Division (WSD), Drinking Water Treatment Distribution Branch (DWTDB). The EPA/ORD/NRMRL/WSD/DWTDB has a requirement for a service agreement for the repair and maintenance of two Government owned Thermo Electron Inductively Coupled Plasma Atomic Emission Spectrometers (ICP-AES) located at the US EPA's Andrew W. Breidenbach Environmental Research Center (AWBERC) in Cincinnati, Ohio. The service agreement will have a one year base period and two one-year option periods. All services/repairs to the instrument shall be performed in accordance with Original Equipment Manufacturer (OEM) specifications. The Thermo Electron ICP-AES and external devices are listed below: 1)ICP-AES, Model 6500 Duo, S/N 20070313; chiller; data station; autosampler; and all related software. 2)ICP-AES, Model 7600 Duo, S/N IC76DU134703; chiller; data station; autosampler; and all related software The service agreement shall include: 1)A response time of five working days. 2)All repairs are to be performed by a Thermo certified field engineer. 3)An unlimited number of demand on-site service visits. 4)All parts required for repair shall be Thermo certified parts. 5)All field engineer's travel and labor charges shall be included 6)Software upgrades shall be included 7)Hardware telephone support from a Thermo certified engineer shall be included. 8)In the event the contractor is a third party, all aspects and terms of the service agreement including, but not limited to, service call initiation, purchase order preparation, direct billing, and payment shall be provided. This solicitation is to be competed utilizing full and open competition under FAR Part 12 Commercial Procedures and FAR Part 13 Simplified Acquisition Procedures. The EPA anticipates awarding a single fixed price purchase order. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. OFFERS WILL NOT BE ACCEPTED UNTIL THE SOLICITATION IS ISSUED THROUGH FEDCONNECT. The request for quotation is anticipated for release on or about June 08, 2018 and will be made available through FedConnect at www.fedconnect.net. Questions concerning this synopsis should be submitted within seven (7) calendar days of the date of the publication of this notice.
