Description
THIS IS A PRE-SOLICITATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN, 37129, is preparing to issue a solicitation for: Project # 603-17-701 Renovate Building 3 PRRC SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) MAGNITUDE OF CONSTRUCTION: Estimated Between $250,000.00 and $500,000.00. NAICS: 236220 Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $36.5 million PROJECT OVERVIEW: Project 603-17-701, Work includes to perform interior upgrades to building 3 in order to become the future PRRC administrative area. Currently the project will demolish limited existing interior finishes on the first-floor. New finishes will be installed throughout the first floor. The finishes selected will fit into the facility standard finishes and will be coordinated with the VAMC interior designer. The current finishes selected reflect the anticipated new use of the spaces. The restrooms on the first floor will also get new finishes. The existing plumbing fixtures and accessories are to remain. They may be removed and reinstalled to perform the new work. Robley Rex Veterans Administration Medical Center, Louisville, Kentucky. Bid submission instructions will be posted in the solicitation. This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses under the authority of 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code. SDVOSB contractors must be verified and viewable in VetBiz www.vip.vetbiz.gov prior to submission of proposal and prior to award of contract. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Eligible SDVOSB concerns must also be registered at the following websites: System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/ VETS4212 Report must be complete: http://www.dol.gov/vets/vets4212.htm In addition to the above requirements, all Bidders are further advised that in accordance with Federal Acquisition Regulation (FAR) Part 9, the Contracting Officer (CO) must determine the successful Bidder as responsible. As part of the CO s due diligence in performing this duty, the successful Bidder will be required to produce evidence from it s surety company demonstrating an Experience Modification Rating (EMR) of less than one (1). The responsive Bidder will also be required to demonstrate to the CO how it intends to comply with the self-performance requirements of VAAR 852.219-10. The solicitation is anticipated to be posted to the Federal Business Opportunities (FedBizOpps) website www.fbo.gov on or about June 12, 2018.
