- Amendment to remove previous due date of May 25. Proposal are due on June 04. Commercial Weather Data Pilot (CWDP) - Radio Occultation (RO) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with the Simplified Procedures for Certain Commercial Items in Subpart 13.5, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. (ii) The solicitation number for this procurement is 1332KP18QNEEB0003 and is hereby issued as a request for proposals (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective January 19, 2017 (iv) The Government intends to award one or more FIRM-FIXED PRICE contracts. This is a total smallbusiness set aside. The associated NAICS code is 518210 Data Processing, Hosting, and Related Services with a corresponding small business size standard of $32.5 million. (v) Contract Line Item Numbers are to be determined based on the awarded quantities. (vi) Description of requirements for the items to be acquired is included in Attachment 1, "Statement of Need." (vii) Dates: The last date for delivery of pilot commercial data to NOAA is June 30, 2019 and the Period of Performance of any resulting contracts is August 27, 2018-September 30, 2019 (three months after end of data delivery period). (viii) Place of Delivery: Data shall be submitted as set forth in Attachment 1, "Statement of Need." (ix) 52.212-1, Instructions to Offerors-Commercial Items (JAN 2017) applies to this acquisition. Addenda to 52.212-1, Instructions to Offerors - Commercial Items, are included in Attachment 3, "Instructions and Evaluation." (x) 52.212-2, Evaluation-Commercial Items (OCT 2014) applies to this acquisition as set forth in Attachment 3, entitled "Instructions and Evaluation." PAGE 3 OF 63 1332KP18QNEEB0003 (xi) The Offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2017), included below in Attachment 5, "Solicitation Provisions and Required Certifications," with its proposal. (xii) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (JAN 2017) applies to this acquisition. These terms and conditions will be incorporated by reference in any resulting award. (xiii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JAN 2018) applies to this acquisition, including the additional FAR clauses cited in the clause, as set forth in Attachment 2, "Additional Terms and Conditions", which will be included in any resulting award. (xiv) Additional contract requirements, terms, and conditions can be found in Attachment 1, "Statement of Need", and Attachment 2, "Additional Terms and Conditions". (xv) Defense Priorities and Allocations System (DPAS) and assigned ratings do not apply. (xvi) Proposals are required to be received in the contracting office no later than 2:00 P.M., Eastern Time on June, 04 2018. (xvii) All proposals must be emailed to the attention of David Marks, Contracting Officer at: david.marks@noaa.gov. For information regarding the solicitation, the Contracting Officer may be contacted via email at david.marks@noaa.gov. Telephone calls will not be accepted. Instructions for the submissions of proposals are presented in Attachment 3, "Instructions and Evaluation." Offerors are responsible for ensuring timely submission of proposals. Offerors are responsible for ensuring proposals are complete, including the requirements and certifications set forth in Attachment 5, "Solicitation Provisions and Required Certifications," and Attachment 4, "Price/Availability Schedule."
