- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source, Delivery Order under Basic Ordering Agreement (BOA) N00019-15-G-0026 with Northrop Grumman Systems Corporation (NGSC), San Diego, CA to procure non-recurring engineering, procurement and program management support to the Navy to develop an Engineering Change Proposal to enhance the capabilities by increasing the speed and maneuverability of the BQM-74E to support air launch missions and to incorporate that ECP into 10 BQM-74E. This procurement will have a period of performance of up to 24 months, with an option to procure 10 enhancements for existing BQM-74E targets in 2021. The BQM-74E is a recoverable, remote controlled, subsonic aerial target, capable of speeds up to Mach 0.86 and altitudes from 7 to 40,000 feet, and is air launch-able. The BQM-74E system emulates Anti-Ship Cruise Missile (ASCM) and Surface-to-Air Missile (SAM) in support of weapons system test and evaluation. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the action described herein is 336411. GENERAL INFORMATION: NGSC is the sole designer, developer, and manufacturer of the BQM-34 and BQM-74 is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement which shall be considered by the agency. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. There are no commitments by the government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
