Description
This is a Request for Information Notice for the purpose of conducting market research in accordance with PGI 206.302-1. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No procurement strategy will be determined based solely on the information received in response to this Request for Information Notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. The intent is to increase the contract ceiling in the amount of $36,395,045.62 for continued support of maintenance on an additional 4000 plus pieces of dynamic and static equipment, and new building systems equipment. The BOS Recurring Work services are described as: Provide all labor, management, supervision, quality control, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform facility investment services. The work consists of service calls (to respond to emergent customer complaints), Preventative Maintenance (PM), inspections, maintenance to building utility systems, after-hours service desk, equipment condition assessments to support the Infrastructure Condition Assessment Program (ICAP), Inspections (inspection, testing, and certification) of Unfired Pressure Vessels (UPVs) to include air compressors and compressed air receivers, seasonal HVAC start-up and shutdown, overhead door inspections, and other recurring services. The work is anticipated to be accomplished under an Indefinite Quantity type contract with firm-fixed priced Contract Line Item Numbers (CLINs) that is comprised of both Recurring Work and Non-Recurring Work Items. The contract term will be for the remaining Option Periods in the contract. The ceiling increase will be comprised of similar work and services, and includes work that is not included in an existing contract awarded in 2014 with a current annual value of $11,321,871.03 (Recurring Work) and an estimated value of $5,089,627.13 (Non-Recurring Work) for the most recent option year. The NAICS code is 561210, Facility Support Services. SUBMITTAL REQUIREMENTS: As permitted by FAR Part 10, it is requested that interested parties submit a brief capabilities statement package demonstrating ability to perform the services listed above. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm s qualifications to perform the defined work. Please note that your submittal shall not exceed eight (8) pages. PAGES IN EXCESS OF THE EIGHT (8) PAGE LIMIT WILL NOT BE CONSIDERED. Submit your completed responses no later than 01 June 2018 to the Contract Specialist, Ms. Cheryl Trossbach via email at Cheryl.trossbach@navy.mil. Identify in the subject line of your response: NAS PATUXENT RIVER BOS RECURRING WORK. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. The documentation shall address, at a minimum, the following: A. COMPANY PROFILE. To include: (1) Company name and address; (2) Year the firm was established and number of employees; (3) names of two principals to contact (including title, telephone and email addresses); (4) DUNS number; (5) CAGE Code; (6) positive assertion indicating registration in SAM (http:www.sams.gov) B. RELEVANT EXPERIENCE. Include experience in performing efforts of similar value, size, and scope within the last five (5) years as a prime contractor and/or a major subcontractor. A relevant contract is further defined as Base Operating Support (BOS) services (or equivalent) encompassing technical specification 1502000 - Facility Investment and a minimum of two other technical specifications The following Government or commercial information shall be provided for each of your references: (1) Contract Number and Project Title; (2) Name of Contracting Activity; (3) Administrative Contract Officer s Name, Telephone Number and/or email address: (4) Contracting Officer s Technical Representative or Primary Point of Contact, telephone and email address; (5) Indication of whether your firm acted as prime or subcontractor, (6) Contract Period of Performance and Contract Value, (7) Brief summary of work performed and how it relates to the technical services described herein. (8) Explain what procedures you would employ to ensure you can meet schedule and performance requirements of a large BOS contract in a highly visible location. Note: if using corporate experience of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the response to sources sought) to demonstrate corporate experience, clearly explain how the affiliates/subsidiaries/parent/LLC/LTD member companies will have meaningful involvement in the performance of this contract. C. PHASE-IN. The Government is contemplating a minimum phase-in time of 15 days for the work included in the planned procurement. Information regarding the 15-day phase-in period should include your approach for hiring; obtaining security clearances; handling of inventory that is comprised Government-furnished property (GFP) and Government-furnished equipment (GFE); safety plan in accordance with USACE s EM-385, which may be accessed at http://www.usace.army.mil/Safety-and-Occupational-Health/; employee safety training; employee orientation; gaining familiarity with the sites, systems, buildings, and asset locations; transfer of information from contractor Maximo to Government Maximo via flat-file transfer; report submittals; preventative maintenance (PM) schedules including monthly and annual schedules; material/supply inventory to support PMs and service calls; and insurance to work on a Government installation.
