- Solicitation Number: SPE600-18-R-0716 Notice Type: Synopsis This synopsis is to notify industry of upcoming requirements for commercial services currently being prepared in accordance with FAR 12.6, FAR 13.5 and as supplemented with additional information in this notice by DLA Energy. DLA Energy expects to post the solicitation no later than the week of June11-15, 2018. The information below is provided to detail information known regarding this requirement at this time and the final requirement under which offers may be submitted will be posted in the solicitation once it has been posted. The Defense Logistics Agency - Energy (DLA-Energy) has a requirement for the Transportation, Repair and Maintenance (NAICS code 811310) of leased Bulk Fuel Containers on behalf of the Department of Defense (DOD). The requirements are for a contractor to perform periodic cleaning, maintenance and testing (as well as perform mandatory container integrity tests) on approximately 25 (twenty-five) Intermodal Bulk Fuel Containers (ISO tanks) currently being stored at Joint Base Pearl Harbor Hickam (JBPHH), HI. JBPHH is comprised of facilities on both Pearl Harbor Naval Station, HI and Hickam AFB, HI. Furthermore, the contractor will be required to perform/arrange 5-year re-certification testing of the containers as needed. ISO tanks are due a 5-year re-certification and re-certification must be completed prior to loading and transportation of product(s). The contractor will be required to clean containers prior to testing. The contractor will be required to dispose of any residual product that may be present in the containers prior to cleaning, testing, and/or re-certifying (costs for residue disposal shall be included in the cost for cleaning and inspection and not priced separately). The contractor may be required to arrange for repairs of containers requiring repair(s) in order to ensure cleaning and integrity tests are completed. The contractor is required to submit details/costs on any identified repairs to Government to obtain approval PRIOR to repairs being performed. Additionally, there is a separate transportation requirement for a contractor to move the containers to/from various storage locations on JBPHH to/from commercial sea ports in Honolulu or on JBPHH for either onward movement by vessel or ground movement to other local storage on JBPHH. The transportation requirement includes the potential for temporary in-transit storage of ISO Containers into Hickam Fleet Logistic Center (FLC) which has a mandatory requirement that the containers remain on the contractor furnished chassis when loaded during the in-transit storage period until completion of the scheduled transportation movement. The cleaning, maintenance and testing are to be done at the contractor's facility and transportation by the contractor for the containers to/from the contractor's facility to perform these requirements should be included as part of the price of these requirements. The contractor shall also be responsible for maintaining reliable service; including but not limited to such items as environmental compliance, transportation & maintenance of the containers, minor equipment repairs, labor, and overhead costs. A Performance Work Statement (PWS) and applicable attachments will be included in the solicitation to explain in greater details the extent and parameters of the requirements. The requirements under the solicitation will be broken down into five (5) separate line items in the Offeror Submission Package (OSP) that offerors will need to submit as part of their offer to the solicitation when it is posted. This breakdown of requirements is based on the type of work performed and is described/delineated within the PWS. The line items in the OSP will mirror the format of the contract line items that will be in the contract, should an award result from the solicitation. These five (5) separate line items are as follows: 1) Intermodal Container Transportation (JBPHH to/from Port) 2) Intermodal Container Transportation - Intra-Island (JBPHH location to/from JBPHH location) 3) Container Integrity Testing 4) Container Cleaning 5) Container Maintenance and Minor Repairs The Government anticipates evaluating the offers based on Lowest Price Technically Acceptable (LPTA) evaluation procedures where Price, Past Performance (up to 3 years ago until present) and Technical Acceptability. The Government intends to award a single contract as a result of the solicitation. The Government also reserves the right to award without discussions. The contract will be a firm-fixed price Requirements-type Service contract with a base performance period of one year with 1 one-year option period. The base period of performance is expected to begin October 1, 2018 through September 30, 2019. To submit an offer and be considered during evaluation for an award, contractor's must be registered in the System for Award Management (SAM -formerly CCR) database which can be accessed at the website http://www.sam.gov/portal/SAM/ prior to the offer being submitted by the deadline for proposals stated in the solicitation when it is posted.
