Description
Justification for Other than Full and Open Competition- PR0005852 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm fixed price contract with Thermo Electron North America LLC, 1400 N Point PKWY STE 10, West Palm Beach, FL, 33407-1976 for the purpose of procuring a one-time repair service of its existing DXR Raman Spectrometer. The FBI's Explosives Unit (EU) is performing safety and characterization testing as part of the explosives characterization research efforts. The identification of the chemical components of an explosive composition is a crucial technical parameter that assists in characterizing the material. To properly measure these essential parameters a specialized Raman spectrometer is required. The FBI currently employs the DXR Raman Spectrometer manufactured solely by Thermo Electron North America LLC for EU research. The DXR Raman Spectrometer currently has a beam alignment problem that requires repairs. The repair service must include all parts, labor and travel. The contractor will diagnose the source of the beam alignment issue and use the Raman system components to fit seamlessly into the existing Thermo DXR Spectrometer and be expertly installed by a trained and licensed Thermo Electron North America LLC technician. Based on market research, and Government end-users, it has been determined that Thermo Electron North America LLC is the sole manufacturer of the FBI's existing DXR Raman Spectrometer requiring repair service. The repair service must be completed by a Thermo Electron North America LLC licensed technician in order to maintain the warranty, calibrations, and certificates of the instrument, therefore Thermo Electron North America LLC is the only vendor capable of providing the required repair service. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kemper Wood, email address: KNWood@fbi.gov by Wednesday, May 30, 2018 (12:00 PM Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
