Description
Statement of Work Schedule of Supplies - Please Complete Solicitation Clauses and Provisions Combined Synopsis/Solicitation for Customs and Border Protection (CBP) Office of Information and Technology (OIT) Leased Parking RFQ 70B04C18Q00000110 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. No formal solicitation package will be issued. Solicitation number 70B04C18Q00000110 is being issued as a Request for Quotation (RFQ) for monthly leasing of 205 Unreserved Parking Spaces as described in the attached Statement of Work (SOW). Offers will be evaluated in accordance with the criteria contained therein. Please provide pricing information on Attachment 2 - Schedule of Supplies. EVALUATION METHODOLOGY/BASIS OF AWARD The Government intends to award one (1) contract in response to this solicitation to the vendor who represents the lowest priced - technically acceptable (LPTA) quote. NOTE: The Government reserves the right to award a contract based upon initial offers without discussions. All quotes will be initially evaluated according to price. Only the lowest priced quote will be forwarded for technical evaluation. If deemed acceptable, no other quotes will be evaluated. If deemed un-acceptable, the next lowest priced quote will be forwarded for evaluation. This will continue in turn according to price. Technical acceptability will be evaluated to determine whether the quote meets or exceeds the acceptability standards for the non-price evaluation factors (technical). Any quote that receives a technical rating of unacceptable will be disqualified from consideration. Technical requirements are described in Section 4 of the Statement of Work. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).The full estimated amount for each period will be obligated at time of award and subsequent exercise of the option period(s). The contractor shall only be paid for actual usage invoiced and properly approved by the Contracting Officers Representative or Contracting Officer. Any unused funds will be de-obligated from the contract at the conclusion of the period and shall be returned to the government. Prospective contractors who believe they can successfully quote must provide specific detailed documentation to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 3:00 PM Eastern Time on June 21, 2018. It is requested that your quote remain valid through July 31, 2018. All documentation must be submitted via email to kathrena.r.haefler@cbp.dhs.gov. Phone inquiries will not be accepted. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items.
