Description
WA-WILLAPA NWR DESIGN/BUILD ADMIN OFFICE & FACILITY The upcoming solicitation will be a TOTAL SMALL BUSINESS SET ASIDE. The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232 intends to issue a Request For Proposal for a firm fixed price non-commercial items construction contract contract for Willapa NWR - New Admin Office and Multipurpose Facility - Design Build located at Willapa National Wildlife Refuge, Riekkola Unit. The Riekkola Unit is located approximately 4.5 miles east of Long Beach, Washington at the end of 67th Place. The magnitude of this construction project is between $1,000,000.00 and $5,000,000.00. The NAICS code is 236220 and the small business size standard is $36,500,000.00. The basis of award will utilize the best value continuum ¿ tradeoff process in accordance with FAR subpart 15.101-1 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The Two-Phase Design-Build Procedures of FAR 36.3 will be used. The technical evaluation factors of the first phase are anticipated to be Technical Approach and Technical Qualifications. The technical/non-price evaluation factors for the second phase are anticipated to be Design Concept, Management Approach, and Key Personnel. Options will be evaluated in accordance with provision 52.217-5. The solicitation is anticipated to be issued on or about 6/11/2018, with an anticipated proposal due date (first phase) approximately 30 days after. After Phase 1 proposals have been evaluated, selected contractors will be allowed to submit Phase 2 proposals. Award is expected to be made by 9/21/2018. The performance period of the resulting contract will be from issuance of the Notice to Proceed through the number of days specified in the solicitation (Anticipated 540 days). All responsible small business sources may submit a proposal which shall be considered by the agency. To be considered for award, interested contractors must be registered in the System for Award Management (SAM) database at (https://www.sam.gov) A draft Statement of Work is attached.
