- SOURCES SOUGHT - EXPLOSIVES STORAGE MAGAZINES 1. Introduction/ Purpose The Transportation Security Administration (TSA) is issuing this Sources Sought to identify qualified and capable industry sources ( from both large and small businesses ) for Explosives Storage Magazines. This Sources Sought is being conducted for market research purposes only. Responding to this Sources Sought does not guarantee an award of a contractual agreement, nor does the Government guarantee that a solicitation will be issued as a result of this Sources Sought. 2. Requirements 2.1 Explosives Storage Magazines Requirements Item 1: 6 Feet Length by 5 Feet Weight by 7 Feet Height Explosive Magazines: • Magazines must meet or exceed all U.S. Government (BATF) specifications found in Title 27, Code of Federal Regulations; Part 555; Subpart K; 555.208 (a-b) • Magazines shall be a 6 feet L x 5 feet W x 7 feet H, Type 2 - outdoor, Class ABC, ATF spec (3 inch hardwood lined) magazine with (2) 6" "I" beam skids • Magazines must have an entry door with two (2) high-security ATF approved hasps and hoods (must fit Medeco Lock 54-825K0 with 7/16" shackle) • Magazines must have 110v NFPA approved explosion proof light (mounted as close to the inside wall as possible with externally mounted switch and disconnect) • Magazines must have 20 inch wide reinforced non sparking plywood shelves. Three (3) rows of shelves on one side wall and the back wall forming an L Shape. Shelves to be spaced a minimum of 20" apart (horizontal separation) at 24inches, 44 inches, and 64 inches off the floor. • Magazines must have 24 inch x 24 inch x 24 inch - Type 3, Class ABC, ATF spec (1/8 inch) aluminum, plywood lined day box with hinged lid bolted to floor of magazine • Magazines must have NFPA ground kit with grounding rod, cable and brackets • Magazines must have 30 inch x 30 inch x 30 inch, front opening, Type 2, Class ABC, ATF approved explosive storage magazine (attached to right exterior side of magazine) with 2 high security ATF approved hasps and hoods on door (must fit Medeco Lock 54-825K0 with 7/16" shackle). • Magazines must be painted with rust and mold resistant gray paint Item 2: 14 Feet Length by 7 Feet Weight by 7 Feet Height Explosive Magazines: • Magazines must meet or exceed all U.S. Government (BATF) specifications found in Title 27, Code of Federal Regulations; Part 555; Subpart K; 555.208 (a-b) • Magazines shall be a 14 feet L x 7 feet W x 7 feet H, Type 2 - outdoor, Class ABC, ATF spec (3 inch hardwood lined) magazine with (2) equal separated compartments of 7X7X7 (2) 6" "I" beam skids • Magazines must have two entry doors with two (2) high-security ATF approved hasps and hoods each (must fit Medeco Lock 54-825K0 with 7/16" shackle) • Magazines must have two 110v NFPA approved explosion proof lightis in each side of the magazine (mounted as close to the inside wall as possible with externally mounted switch and disconnect) • Magazines must have 26 inch wide reinforced non sparking plywood shelves. Three (3) rows of shelves on one side wall and the back wall. Shelves to be spaced a minimum of 20" apart forming an L Shape (horizontal separation) at 24inches, 44 inches, and 64 inches off the floor. • Magazines must have two (2) 30 inch x 24 inch x 24 inch - Type 3, Class ABC, ATF spec (1/8 inch) aluminum, plywood lined day box with hinged lid bolted to floor of magazine in each side of magazine. • Magazines must have NFPA ground kit with grounding rod, cable and brackets • Magazines must have two (2) 30 inch x 30 inch x 30 inch, front opening, Type 2, Class ABC, ATF approved explosive storage magazine (both attached to the right side of mag on top of each other separated by 10 inches) with 2 high security ATF approved hasps and hoods on each door must fit Medeco Lock 54-825K0 with 7/16" shackle. • Magazines must be painted with rust and mold resistant gray paint Item 3: 7 Feet Length by 7 Feet Weight by 7 Feet Height Explosive Magazines: • Magazines must meet or exceed all U.S. Government (BATF) specifications found in Title 27, Code of Federal Regulations; Part 555; Subpart K; 555.208 (a-b) • Magazines shall be a 7 feet L x 7 feet W x 7 feet H, Type 2 - outdoor, Class ABC, ATF spec (3 inch hardwood lined) magazine with (2) 6" "I" beam skids • Magazines must have an entry door with two (2) high-security ATF approved hasps and hoods (must fit Medeco Lock 54-825K0 with 7/16" shackle) • Magazines must have 110v NFPA approved explosion proof light (mounted as close to the inside wall as possible with externally mounted switch and disconnect) • Magazines must have 26 inch wide reinforced non sparking plywood shelves. Shelves to be spaced a minimum of 20" apart (horizontal separation) at 24inches, 44 inches, and 64 inches off the floor. • Magazines must have 30 inch x 24 inch x 24 inch - Type 3, Class ABC, ATF spec (1/8 inch) aluminum, plywood lined day box with hinged lid bolted to floor of magazine • Magazines must have NFPA ground kit with grounding rod, cable and brackets • Magazines must be painted with rust and mold resistant gray paint Item 4: Limited Arc Explosive Magazines (CETASM): • Magazines must meet or exceed all U.S. Government (BATF) specifications found in Title 27, Code of Federal Regulations; Part 555; Subpart K; 555.208 (a-b) • Magazines shall be 7 feet length by 7 feet height by 7 feet, Limited Arc Magazine Type 2 - outdoor, Class ABC, built to ATF spec's; meeting the regulation listed below: • Magazines must meet or exceed all U.S. Government (BATF) specifications found in Title 27, Code of Federal Regulations; Part 555; Subpart K; 555.208 (a-b) • Magazine design must be ATF approved for Limited Explosive Arc and capable of storing up to 50 pounds of 1.1D explosives within 35 feet of public roadways, passenger rail or inhabited buildings. • Magazines must have an entry door with two (2) high security ATF approved hasps and hoods (must fit Medeco Lock 54-825K0 with 7/16" shackle) • Magazines must have 110v NFPA approved explosion proof light (mouted as close to the rear inside wall as possible with externally mounted switch and disconnect) • Magazines must have an internally mounted aluminum rack with capability for 35 Canisters each (see below) permanently mounted to two (2) walls; will include a vinyl coated cable to hold canisters lid in place • Magazines must have (28) 6" diameter aluminum storage canisters with permanent carry handle, clamping lid and attached winglets to determine/control storage locations on aluminum racks. • Magazines must have (42) 6" diameter blank aluminum canisters; includes permanent carry handle, welded lid and attached winglets to determine/control storage locations on aluminum rack • Magazines must have NFPA ground kit with grounding rod, cable and brackets • Ability to purchase additional 6" diameter aluminum storage canisters with permanent carry handle, clamping lid and attached winglets to determine/control storage locations on aluminum racks or 6" diameter blank aluminum canisters; includes permanent carry handle, welded lid and attached winglets to determine/control storage locations on aluminum rack if requirements change. • Magazines must painted with rust and mold resistant gray paint 2.2 Additional Requirements Delivery of the Explosives Storage Magazines must occur within 60 days of receipt of order. Delivery will be to various CONUS & OCONUS locations. The North American Industry Classification System (NAICS) # 321920 -- Wood Container and Pallet Manufacturing. 3. Response Information 3.1. Cover Letter (1 Page) The cover letter must clearly identify the following information: 1) Company's Name 2) Company's Address 3) DUNS Number 4) CAGE Number 5) Point of Contact(s) (Name, title, email, and phone number) 6) Identify your business size - large, small, small disadvantaged, 8(a)-certified small disadvantaged, HUBZone small, woman-owned small, veteran-owned small, service-disabled veteran-owned small - based upon NAICS Code 321920 - "Wood Container and Pallet Manufacturing," which has a Small Business Size Standard of 500 employees. 3.2. Contractor's Capabilities Statement (2 Pages) In order for TSA to improve its understanding of market capabilities and identify qualified vendors that are capable of providing Explosives Storage Magazines; the Contractor's response must, through a narrative description, identify their firm's capabilities to meet the requirements identified under Section 2, and what experience you have providing similar and/or same services to other State and Federal Agencies. When identifying current or past experience, please identify the following: 1) Name of Agency 2) Point of Contact (name, title, phone, and email) 3) Contract/Task Order Number 4) Contract Type 5) Period of Performance 6) Total Contract Dollar Value 7) Scope of the Contract/Task Order 8) Brief Description of the Work completed within the Scope of the Contract/Task Order 4.
