- This is a sources sought announcement only. This announcement shall not be construed as a commitment by the government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, it will be assigned a formal RFP number and the announcement will be published in the FBO website at www.fbo.gov. Potentially interested parties are responsible for monitoring FBO site for the release of the solicitation package as well as downloading a copy of the solicitation and amendments, as applicable. Requests for a solicitation will not receive a response. The 87th Contracting Squadron (87 CONS) is conducting market research to determine the availability, interest and capability of potential sources qualified and able to compete for a contract to perform full food service to the dining facilities on the Dix area of Joint Base McGuire-Dix-Lakehurst (JB MDL). The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the government. Updated information will be provided in future announcements and posted electronically on the Federal Business Opportunities (FBO) homepage at www.fbo.gov. The government shall not reimburse the costs of preparing responses to this request for information/sources sought notice. The 87 CONS intends to issue a formal request for proposal (RFP) on or about Mar 19 for a contractor to provide full food service to the five dining facilities on the Dix area JB MDL. The estimated contract period is 1 May 20 through 30 Apr 21 with four 1-year option periods. Contractor tasks include but not limited to: dining facility management; menu planning, food preparation; serving and replenishing food; order, receipt and storage of subsistence items; cleaning of the dining facilities, headcount, cashier duties, remote food service, inventories of subsistence, grounds maintenance of government property and quality control. The services are mission essential and the estimated days of operation of each dining facility and number of meals served is variable due to mobilization, demobilization and training needs. The NAICS code for this requirement is 722310, Food Service. The small business size standard is $38,500,000 The government requests interested parties submit a brief statement of current capability to perform these services and a letter of interest. The government requirement includes managing a fixed price full food service contract serving up to 1 million meals per year, operating at least three dining facilities simultaneously, surge capability to extend operating hours or open additional facilities with 24 hours notice, frequent opening/closing of dining facilities and the capability to perform remote feeding. Interested and qualified sources should provide the following information: company name, point of contact, e-mail address, telephone number, fax number, type of business and size (i.e. small business (SB), SBA section 8(a), historically underutilized business zones (HUBZone), women owned (WOSB), economically disadvantaged women-owned small business (EDWOSB) and/or service disabled veteran owned (SDVO); (2) a list of your most recent (within the past 5 years) and relevant DoD and/or commercial contracts (not to exceed ten) to include a contract number, brief description of effort, contract value, type of contract, period of performance and a POC(s) information; (3) information about your company and capability to perform these services. Depending upon the response to this notice and other market research, the 87 CONS may limit the competition to a specific category of small business at the exclusion of all other potential business concerns. This announcement serves as the first step for 87 CONS to determine the viability of setting aside the procurement of full food service for competition solely within or among certain small businesses in selected categories.
