- **PLEASE NOTE: This is a Sources Sought Notice and does not obligate the Government or the Contractor.** Naval Special Warfare Command (NSWC) intends to issue a Firm Fixed- Price (FFP), Indefinite Delivery, Indefinite Quantity type contract with a Base Period and four Option Periods for a Force Platform/Performance Testing System in order to provide physical assessment of physical performance and identify risk factors that can decrease operational readiness. 1.0 DESCRIPTION OF REQUIREMENTS: 1.1 Force Platform/Performance Testing System 1.1.1 Each System shall include a)One single triaxial force plate b)Data acquisition box c)All hardware to include e.g. cables, connectors landing mat d)Stand-alone laptop with Microsoft office installed e)Licenses for the duration of the contract. 1.1.2 Force Plate: a)The force plate shall have multiple load cell sensors to measure Load (eccentric rate of force development), Explode (concentric force average), Drive (concentric impulse averages and vertical jump height. b)The load cell sensors shall measure vertical, horizontal and angular forces for analysis. c)The force plate shall be able to assess both lower and upper body movement patterns and track potential injury risk and asymmetries. 1.1.3 Software a)The software shall use all these data points to identify an operator's movement signature to determine performance, training requirements, fatigue and injury risk. b)The system shall be able to deconstruct the amortization phase of jumping which is similar to a plyometric movement. This data shall then correlates to the numerical representation of eccentric and concentric rate of force development. c)The system shall be able to operate one or more linked force plate systems and store all data collected on the local hard drive. Cloud base server downloading is not authorized. Individual jump profile data shall be made available to download to the Unclassified network. d)The system shall have a robust database that is constructed of tens of thousands of scans of athletes that could be used as a cross-reference against helping to build a unique but comparable scores. e)The system shall analyze data and movement signatures of an individual in order to determine athletic performance, training needs, fatigue, and injury risk. f)The data and readings shall correlate to numerical representation of eccentric and concentric rates of force development, and average of concentric impulse. 1.2 Additional Requirements: 1.2.1 On-site Installation and On-site training shall be provided per system or location. 1.2.2 Options shall be made available for Software Subscriptions and Annual Licenses. a) Includes access to database and dashboards 2.0 PLACE OF PERFORMANCE: 2.1 Place of Performance may include: Coronado, CA; Pearl City, HI; Virginia Beach, VA and Stennis, MS. 3.0 PERIOD OF PERFORMANCE: 3.1 This contract is anticipated to have a 12-month Base Period and four 12-month Option Periods from time of award.
