Description
The Norfolk Naval Shipyard, Contracting Department, Services Division intends to negotiate an Indefinite Delivery, Indefinite Quantity Contract on an unrestricted basis utilizing Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiation in support of the Naval Nuclear Propulsion Program (NNPP) requirement for contractor services to include processing various metal forms through disassembly, decontamination, metal melting, compaction, incineration, resin sluicing/dewater, bulk waste assay and to include provisions for supply of shipping containers, brokerage services and transportation of materials (utilizing truck, rail or barge as necessary) from various NNPP sites. Recycling and volume reduction services shall be provided in accordance with rules and regulations promulgated by the NRC, the Environmental Protection Agency (EPA), Department of Transportation (DOT), radioactive waste Compact, and the appropriate Agreement State(s), as applicable. The disposal facility must be able to receive LLRW generated from NNPP sites or from Contractors that have processed NNPP waste under separate contract(s). Waste for disposal will contain individual radionuclides, or combination of nuclides, listed in Code of Federal Regulation (CFR) Title 10 Part 61, but will primarily consist of Cobalt-60 and may include PCB/radioactive waste as authorized by 40 CFR 761. Detailed specifications shall be set forth within the written solicitation. The period of performance for the resulting contract will be for one (1) twelve-month base period and four (4) twelve month option periods including FAR Clause 52.217-8 Option to Extend Services. The North American Industry Classification System (NAICS) code for this acquisition is 562211 with a small business standard of $38.5 million. Requests for proposal will be available for download on or about 6 September 2018 at the following websites: https://www.fbo.gov/ under solicitation number N42158-18-R-E003. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web site. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements via the Internet at http://www.sam.gov. Telephone request are not authorized and shall not be accepted.
