- Justification for Other than Full & Open Competition - Brand Name Limited Sources Justification for Hispasat 30W-5 Satellite Solicitation THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors, Office of Cuba Broadcasting (BBG/OCB), located in Miami, FL intends to negotiate and award a non-competitive contract to MX1 (formerly RR Media, RRsat), for the acquisition of satellite services to be utilized in Cuba. The anticipated period of performance is July 1, 2018 - June 30, 2023 The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 3304(a)(1) which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The Office of Contracts (CON) at the BBG, plans to make an award to MX1 on a sole-source basis for a Hispasat 30W-5 satellite. OCB requires the lease of one (1) 3.500Mbps MPEG2, NTSC, SDI video and two (2) 0.192Kbps AES Digital audio pair, MPEG1, Layer 2. The total bandwidth requirement is 3.884Mbps. These channels will provide Direct-to-Home satellite broadcast coverage into Cuba from Hispasat 30W-5 (formerly 1E) at 30°W/330°E. Interested firms must submit a written response that demonstrates their technical capability and specifications to provide a Hispasat 30W-5 satellite. Interested firms must state how they would comply with the Government's requirements to include appropriate supporting documentation. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to the attention of both Mr. Jacob Acosta, Contracting Officer, email: jacobacosta@bbg.gov and Ms. Amber Gray, Contract Specialist. Telephone or faxed responses are NOT acceptable and will NOT be considered. No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted by the BBG. Any questions regarding this Notice of Intent shall be in writing and submitted to both the Contracting Officer and Contract Specialist via email. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. All written expressions of interest shall specifically reference this Notice by its title and date of publication. This notice is not a RFQ, RFP or an IFB.
