Description

FIRM FIXED-PRICE CONTRACT - AWOS WITH AUTOMATIC LABELING FOR DDSP The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item, or to define the scope of work. It is expected that the contractor will visit the site of work and thoroughly familiarize himself with the conditions existing there. Failure on the part of the contractor to acquaint themselves with the site conditions will not be sufficient reason for any increase in contract price. DLA Distribution has a requirement to purchase a new AWOS area of Building 2001 - Eastern Distribution Center (EDC) at DLA Distribution New Cumberland, PA (DDSP), 2001 Mission Drive, New Cumberland, PA 17070-5000. The Contractor shall provide all the necessary labor, material, equipment, and control components required to: 1. Decommission and remove the existing backup AWOS2 system. 2. Upgrade the existing merge and sort system that feeds the AWOS 1 and 2 systems. 3. Install all new AWOS3 parcel collection, singulation, conveyor, transfer, and scanning systems. 4. Install full automatic labeling systems on new AWOS3 conveyor system. 5. Install AWOS3 sortation system that automatically fills dedicated parcel carrier containers. 6. Install new PLC programming and controls and power control panels. 7. Modify and install new pre-induction transport conveyor to AWOS1. 8. Modify existing conveyor systems interfaces and controls to provide an integrated system. The Contractor shall train government personnel in the operation and maintenance of all equipment provided. It is anticipated that optional contract line items may include: 1. Confirmation Omni-Directional Scanners. 2. Wire Mesh Metal Carts. 3. Additional Motor Driven Roll (MDR) Accumulating Belt Conveyor to CCP Tilt Tray Sorter. 4. Obtain Primary Power Supply from Substation Number 2. A Statement of Work (SOW) will be provided with all the specifications of the AWOS with Automatic Labeling when the solicitation is issued. Period of Performance (from the contract award date to final acceptance): Required 210 days from the date of contract award. Place of Performance: DLA Distribution Susquehanna, PA (DDSP) Eastern Distribution Center (EDC) 2001 Mission Drive New Cumberland, PA 17070-5000 This solicitation is Unrestricted; the NAICS Code for this procurement is 333922. The size standard for this NAICS Code is 500 employees. This acquisition will be solicited utilizing Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, supplemented by FAR Part 15, Contracting by Negotiation, and evaluated in accordance with FAR 15.101-1, Tradeoff Process. The tentative timeframe for issuance of the Request for Proposal (RFP) SP3300-18-R-0004 is on or around May 25, 2018. The solicitation will establish the RFP due date and time. A pre-proposal/site visit will be conducted on or around June 5, 2018. Information and instructions will be provided with the solicitation. Access to the solicitation package including the specifications and drawings will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Hard copies of the solicitation will not be distributed. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the solicitation due date. Failure to acknowledge amendments may render your proposal ineligible for award. To receive an award resulting from this solicitation, the prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the Internet at http://www.sam.gov. All responsible offerors may submit a proposal which shall be considered by this agency. The Government intends to award one contract as a result of this RFP. The RFP may include optional Contract Line Item Numbers (CLINs). Award will be made to the offeror which provides the best value to the Government. An offeror must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
