- Big Mt. Vicinity Map Big Mt. Location Map RFQ/Solicitation Big Mt. Chemical Site Prep DESCRIPTION The U.S. Forest Service, Monongahela National Forest, is advertising a forestry project of site prep for natural regeneration by hand application of herbicide. The contractor will furnish all labor, materials, equipment, tools, transportation and supervision necessary to perform the services. These services are defined in the Description/Specifications in the solicitation. PROJECT LOCATION This project is located on the Monongahela National Forest in Pendleton County, WV, northeast of Bartow, WV. This combined synopsis/solicitation is issued as a request for quotation (RFQ). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, stream-lined solicitation for commercial items, as supplemented with additional information included in this notice. The Forest Service contemplates award of a firm-fixed-price contract as a result of this combined synopsis/solicitation. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. BASIS OF AWARD A firm-fixed price award will be made to the responsible offeror submitting the quotation that provides the best value to the Government. Best value will be determined by using the trade-off process as listed in FAR Part 13. In determining best value, the following factors will be considered: 1) Price, 2) Experience/capability; 3) Past Performance, 4) Current commercial pesticide applicators license for the state of West Virginia to supervise the project. Each offer/quotation shall contain sufficient information to enable a thorough evaluation. Vendors must be registered in System for Award Management (SAM) prior to being awarded a government contract. See https://www.sam.gov SET-ASIDE The proposed contract is 100% set-aside for small business concerns. All responsible small businesses may submit a proposal which shall be considered by the Forest Service (FS). All quotations and required documentation shall be submitted to the U. S. Forest Service, Monongahela National, emailed to Sharon Helms shelms@fs.fed.us or mailed to Attention: Sharon Helms, U.S. Forest Service, 200 Sycamore St., Elkins, WV 26241, no later than close of business June 25, 2018.
