- RFI for TRIM Schedule Incentive 5/23/2018: The purpose of this amendment is to post a Request for Information (RFI) regarding the potential use of Schedule Incentive for early kit deliveries of the TRIM portion of this effort. Please see the attached document for further details. Sources Sought Synopsis (SSS) Talon Repair Inspection and Maintenance (TRIM) T-38A/B/C Structural Retrofit This announcement constitutes a Sources Sought Synopsis, no solicitation exists; therefore, do not request a copy of the solicitation. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract. Companies that respond will not be paid for the information submitted. The Air Force is hereby soliciting capability statements from interested sources for the Talon Repair Inspection and Maintenance T-38A/B/C Structural Retrofit Program. 1. PURPOSE: This SSS is intended to gather information and feedback from offerors for the procurement of aircraft structural modification kits for T-38A/B/C aircraft. This Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1,250. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. BACKGROUND: The T-38 aircraft has undergone a number of structural retrofit programs since its initial acquisition by the USAF. These include PCI, PCII, the Propulsion Modernization Program (PMP) and the current Pacer Classic III (PCIII) program. Each of these programs has either replaced or repaired major structural components within the T-38 fuselage. TRIM will also replace major structural components within the aircraft fuselage. Including left-hand (LH) and right-hand (RH) sides, TRIM will replace four major longerons, six bulkheads/formers, two aircraft skins, the Aft Fuel Cell Floor, vertical stabilizer attach angles and a number of additional structural requirements. Please see Table 1 for "TRIM - 100% Replacement Parts List" and Table 2 for "TRIM Fuel Cell Kit Parts". 3. SCOPE OF TASK: Provide information on capabilities for developing T-38 forgings and dies necessary for manufacturing major T-38 structural components. A. Major structural components required will include: •· Machined, forged and extruded longerons manufactured from aluminum materials •· Forged and extruded structural bulkheads/formers manufactured from aluminum •· Skins and floors manufactured from aluminum sheet which include extensive chemical milling operations B. Technical requirements •· All structural components (longerons, bulkheads/formers, skins, floors and assemblies) will be manufactured to existing USAF specifications •· All TRIM structural components will receive an USAF First Article (FA) Inspection to include an aircraft installation fit check; potential for FA waiver on a case-by-case basis if vendor recently produced same conforming part and/or passed FA. C. Industry/US Government partnering •· An integrated Industry/US Government team will work together throughout this program providing a free flowing exchange of information The Government plans to incorporate priced option CLINs in the contract. When the option is exercised, it would require qualification of an additional source for parts where only one qualified source exists. D. Potential offerors need to have demonstrated experience and knowledge •· The ability to obtain/develop Forging for T-38 Structural Components •· Detail the ability to become source qualified or to qualify additional sources E. Perceived Limitations •· Timeframe needed to become Source Qualified •· Assume Government Furnished Equipment (GFE) is not available Forest Machining Inc is the only approved 487 Former source (3-11611-503) Upper & Lower Center Longerons - Continental only approved forging source, FMI only approved Machining source (2-11308-14/13, 2-11412-13/14) Please see above (section C) for qualifying additional source with government interest in option to assist with qualifying additional sources. 4. INFORMATION/FORMAT: Potential offerors are requested to provide information on current services meeting the needs of the Air Force in supporting the T-38 weapon system, or relevant history and evidence of past performance/capability. Potential offerors are requested to define their interest as vendor, prime contractor/kit integrator. The Air Force is expecting that the requirement to provide information on current or past services meeting the needs of the Air Force will demonstrate that the offeror's infrastructure and integration capability exists to provide all aspects of this task to include the following: •· Company name and associated CAGE code •· Point of contact name and number •· Business status (8(a), Small, HUBZone, Woman-owned, etc.) •· Production process development •o Demonstrate the presence and applicability of internal processes and procedures for the production of major aircraft structural components •o Provide examples of how these processes have led to component part acceptance by commercial and/or military aircraft •· Production planning •o Demonstrate the level of production planning used to produce or qualify structural components •· Fabrication •o Demonstrate the ability to support fabrication of structural aircraft components •o Provide examples of similar fabrication performed for other commercial and/or military platforms •· Auditable production quality assurance processes •o Demonstrate the existence and procedures used to ensure quality manufacturing capability •o Outline the process used to address rejection tags •· Engineering liaison support •o Define the role of the liaison engineering and how dispositions are coordinated for action •o Provide examples of how specific rejection tags for Non-Destructive Inspection (NDI) systems have been disposition •· Ability to meet anticipated program schedule •o Provide strategy and past experience in meeting an aggressive schedule •§ Anticipated contract award 2Q FY19 •o Provide estimated lead times for all items with lead times longer than 9 months 5.
