- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Abraxis, Inc. for fifty (50) Microcystin (ADDA) Elisa Kit 96T for the Great Lakes Environmental Research Laboratory in Ann Arbor, MI. Justification for Sole Source NOAA/GLERL has been given authority and has a federal mandate (HABHRCA Legislation S:1254; PL-113-124) to monitor harmful algal bloom growth and toxicity in the Great Lakes. The requested kits are critical and instrumental in this observation. Abraxis Microcystins-ADDA Elisa test is an immunoassay for the congener-independent detection and quantification of microcystins from laboratory and environmental samples. Abraxis is the sole proprietor and distributor of their testing kits. Since GLERL began its Harmful Algal Bloom monitoring program in 2009, they have been using Abraxis kits. In order to maintain long-term data integrity it is critical that the same kits are used year after year. Furthermore, the Environmental Protection Agency, as well as multiple water treatment plants around the Lake Erie basin also use Abraxis kits to monitor their waters for microcystins. In order to ensure standardization of data across many different sampling programs, identical kits must be used. Kits shall be in a 96 well plate format. The test shall target the ADDA moiety of the microcystin molecule. The test shall have a detection limit of 0.1ppb or lower. The range of the kit standards shall be between 0-5ppb or greater. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the data service may submit substantiating documentation in writing within ten (10) days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
