Description
1. For Factor 1, Part A, we are told to provide résumés for the listed disciplines, which we assume to include both the primary and secondary disciplines. However, many of the secondary disciplines listed on pages 3 & 4 of 7 do not lend themselves to providing a specific résumé. For example, the last item is “Provide scanned digital DGN or DWG copies of existing construction drawings.” Can you please clarify which, if any, of the secondary disciplines actually require a stand-alone résumé? 1. RESPONSE: The needed résumés for secondary disciplines are: 1. - Interior designer 2. - Landscape architect 3. - Surveyor 6. - Environmental engineer 10. - Geotechnical engineer 2. On page 4 of 7, Factor 2, third paragraph, it states: “for each project the Firm must provide a Contractor Performance Assessment Report System (CPARS).” Subsequently, the submission requirements at the bottom of page 6 of 7, tell us that Tab C consists of “SF330, Part I, Section F, CPARS or PPQs.” If we do not have a sufficient number of contracts with CPARS evaluations, may we use the USACE/NAVFAC Past Performance Questionnaire (Form PPQ-0) for our Section F projects that do not have a CPARS evaluation? 2. RESPONSE: Yes, the USACE/NAVFAC Past Performance Questionnaire (Form PPQ-0) may be used. 3. On page 1 of 7, at the next to last paragraph, it states: “Work is further detailed in the PWS attached to this notice.” We cannot locate the PWS. Can you please provide it? 3. Response: SOW is attached. 4. I was reviewing the SF33 requirements for the A&E Services MICC Fort Campbell opportunity, and had a couple of questions that I hope you can clarify. First, for the Primary Disciplines on Page 3, you have requested the Civil Engineer have registration within the Mobile District AOR. Given the geographic locations for this contract (Fort Campbell and Fort Sill), is the Mobile District location still the desired area of registration? 4. RESPONSE: Please remove the reference to the Mobile District. 4A. Second, under Secondary Disciplines, there are listed a number of items which seem to be more Technical Competence criteria than personnel disciplines. I am referring to the following: (4) Hydrology and Hydraulics Analysis and Design (5) Economic and Life Cycle Analysis (11) Energy Management (12) Architectural Color Renderings and/or Physical Models (13) LEED building design, analysis, recommendations, registration, and certification (14) Drawings of Existing Structures (15) Drafting/Computer Aided Design and Drafting (16) Provide scanned digital PDF copies of existing construction document (17) Provide scanned digital DGN or DWG copies of existing construction drawings 4A. RESPONSE: Yes, these are Technical Competence (Capabilities) criteria. 5. Do we need to provide separate resumes for personnel to respond to these items? 5. RESPONSE: Separate resumes are not needed, but have each A&E firm clearly state that they can and will provide these services when needed. The A&E firms should give some history of providing these functions. 6. Factor 8. Geographic Proximity 6. RESPONSE: Firms performing work on Fort Campbell shall have their principal office located within a 100 mile radius from Fort Campbell's main gate - Gate #4. Firms performing work on Fort Sill shall have their principal office located within a 100 mile radius from Fort Sill's main gate. The location requirement contained herein is set forth in accordance with the provisions of Public Law 92-582 Appendix “A” of the Brooks Act and FAR 36.602-1.a.5. Response Time: If a critical situation or problem arises, that is essential to the mission of DPW that the key members of the A/E involved with the project such as the DOR; design architect, and/or the design engineers including civil, structural, mechanical, and electrical, be available to meet on Fort Campbell within 150 minutes of being notified by DPW. 7. Regarding Factor 1, Part A, Secondary discipline resumes: Several of the secondary disciplines listed seem to be more tasks than positions that would require a resume for one person. For instance “(14) Drawings of Existing Structures” and “(16) Provide scanned digital PDF copies of existing construction document” How should we address this? 7. RESPONSE: Several of the items listed under Secondary Disciplines should be listed Technical Competence (Capabilities) criteria (as listed below). Separate resumes are not needed, but have each A&E firm clearly state that they can and will provide these services when needed. The A&E firms should give some history of providing these functions. (4) Hydrology and Hydraulics Analysis and Design (5) Economic and Life Cycle Analysis (8) Specification and Technical Writing (9) Construction Quality Assurance (11) Energy Management (12) Architectural Color Renderings and/or Physical Models (13) LEED building design, analysis, recommendations, registration, and certification (14) Drawings of Existing Structures (15) Drafting/Computer Aided Design and Drafting (16) Provide scanned digital PDF copies of existing construction document (17) Provide scanned digital DGN or DWG copies of existing construction drawings 8. Factor 2, states that a CPARS must be provided for each project. Is a PPIRS or PPQ acceptable instead? 8. RESPONSE: PPIRS or PPQ in acceptable. 9. Factor 2, states that a CPARS must be provided for each project. If the project is not a government project, what evaluation is acceptable? 9. RESPONSE: Will the A&E firms be working on non-government projects? 10. Under Factor 1 – Professional Qualifications, Part B – The last sentence within this section states, “Only the Key Personnel disciplines requested in this notice will be evaluated.” Does this refer to the nine items listed under “Primary Disciplines”? 10. RESPONSE: Remove the statement, “Only the Key Personnel disciplines requested in this notice will be evaluated.” As this is not correct. Primary and Secondary Personnel will be evaluated. 10A. If that’s the case, since the “Secondary Disciplines” will not be evaluated, do we discuss our qualifications for these roles within the Section H of the SF330? 10A. RESPONSE: Secondary Disciplines will be evaluated and qualifications shall be stated. 11. Question: Do you want personnel resumes the Primary and Secondary disciplines or just the Primary disciplines? 11. RESPONSE: Provide resumes for all Primary and Secondary Disciplines. The statement, "Only the Key Personnel disciplines requested in this notice will be evaluated" is incorrect. 12. Factor 1, Part B (Section E, Block 19) states that projects listed on resumes should have been completed within 5 years. Can a project be used if the resume is for a design discipline and the design portion is complete but construction is still under way? 12. RESPONSE: Only list completed projects per Factor 1, Part B (Section E, Block 19).
