Description
Intent to Sole Source.PDF version INTENT TO SOLE SOURCE Civil War Collection Database The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to ProQuest, LLC 789 E Eisenhower Pkwy, Ann Arbor, MI, 48108-3218 for the purchase of Civil War Collection Database. The North American Industry Classification System (NAICS) Code is 519130 and the small business size standard is 1,000 employees. Description of the Requirement: ProQuest LLC will provide an annual subscription to the Civil War Era Collection database that contains a unique set of primary source documents that is only available online via ProQuest. The Collection provides full-text access to the complete runs of the following newspapers: Richmond Dispatch, Charleston Mercury, New Orleans Times Picayune, Boston Herald, New York Herald, Columbus State Journal, Louisville Daily Journal, and the Memphis Daily Appeal. The collection includes full-text access to two collections of Civil War pamphlets: Slavery and Anti-Slavery Pamphlets and Civil War Pamphlets 1861-1865. Slavery and Anti-Slavery Pamphlets from the Libraries of Salmon P. Chase & John P. Hale provides a unique mix of primary source documents covering a wide range of topics on the slavery and anti-slavery movements that include documents such as: slavery and anti-slavery movement publications, legal opinions, biographies, speeches, and other primary source documents. Civil War Pamphlets 1861-1865 includes thousands of pages that illustrate the wide range of topics that led up to the war and show the war's impact on Americans through primary source documents that include biographies, campaign literature, government documents, journals, presidential addresses, sermons, and speeches. Air Unversity students, faculty and staff continue to publish and research the many facets of the Civil War and its effect on the United States; this resource is a vital tool to continue that research. IMPORTANT NOTES: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discourgaed from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a base period of performance of 1 Oct 2018 to 30 Sep 2019 with four (4) one-year option periods. To assist the Government in determining if this acquisition is available for competition, please provide the following information: 1. GENERAL INFORMATION: Company's full name, business size, address, point of contact and telephone number 2. CAPABILITIES: Please address the following regarding your capabilities in meeting the requirement described above. a. Is your company capable of meeting the entire requirement? b. If your response to question 2a. above is "Yes", please provide supporting documentation that clearly demonstrates your company's ability to meet this requirement. c. Please provide any additional information that the Government should consider in determining if this requirement should be considered for competition. 3. If there are any other businesses that con provide the specified services described above, you must respond to this notice before 31 May 2018, 4:00 pm CST.
