Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation synopsis for Project 170037, Repair Railroad Trestle, S881, for Marine Corps Base Camp Lejeune, North Carolina The work includes, but is not limited to, the demolition of the existing timer railroad trestle S881 and replacement with a new concrete railroad trestle. The trestle is located over Webb Creek on the White Oak River. The contract completion date will be 270 calendar days after contract award. A sources sought notice for this procurement was posted on March 16, 2018 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Mid-Atlantic small business office and the Small Business Administration Procurement Center representative concur with this decision. The NAICS Code for this procurement is 237310. The project will be procured utilizing sealed bidding, FAR Part 14. The estimated price range is between $500,000 and $1,000,000. Purusant to FAR 19.702(a)(2), large business concerns will be required to submit a subcontracting plan prior to award of the contract should the price exceed $1,500,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Bidders will be required to submit with their bid a bid bond valued at $3,000,000 or 20% (whichever is less) of the bid for work classified under Construction Wage Rate requirements.
