- The Department of Interior, Bureau of Reclamation, Pacific Northwest Region, Columbia-Snake River Salmon Recovery Office (CSRO) has a need for Project Database Development. The goal of this acquisition is to create a comprehensive database for the planning, implementation, execution, and metric tracking of CSRO anadromous fish habitat improvement projects completed in response to Biological Opinions (BiOps) related to the operation of the Federal Columbia River Power System (FCRPS). The overall objective is to acquire a comprehensive database system for recording, tracking, and documenting anadromous fish habitat improvement projects in the CSRO Subbasins. To achieve this, database development services must meet applicable Reclamation technical, security, management, and administrative objectives. 1. Database must be able to accept/import/reference attachments to records including: digital photographs in multiple formats, Excel spreadsheets, Adobe PDF documents, scanned document images in multiple formats, short video clips in multiple formats. A file size limit for individual attachments shall be established. 2. Database must be capable of being queried based on: all fields in the database including project location; CSRO Subbasin; project type; project initiation and completion dates; and other fields. 3. Database must have ArcGIS capabilities. 4. Database must be capable of displaying digital photographs in thumbnails and slideshows. 5. Database must be capable of tracking all edits and changes made by logging: the user who made the changes; date and time changes/edits were made. 6. Database system must have the ability to define user roles/permissions and to have the ability for the database administrator(s) to establish and adjust each users permissions. 7. All data entry, query, or other screens should have a consistent look, feel and structure. 8. Ability to interface with the Bonneville Power Administrations (BPA) reporting platforms. 9. Develop views and summaries to of commonly queried data. Provide dashboard interface to to respond to ad hoc queries and Department level data-calls. PNRO Program Accomplishment, and to support/facilitate tracking CSROs budget planning and contracting needs as maintained in the Pacific Northwest Region (NRO) Budget Database. 10. Database should eliminate numerous spreadsheets and other artifacts, produce reports that create Project Fact Sheets, CSRO Coordination Call Notes and the Annual Reports (see https://www.usbr.gov/pn/fcrps/habitat/projects/annualreports/index.html). 11. Database should support/facilitate tracking CSROs budget planning and contracting needs as maintained in the PNRO Budget Database. 12. The database system must be able to provide reports/summaries that support reviewing completed project accomplishments, funding, and metrics in parallel and integrated with the Bonneville Power Administration (BPA) database found on cbfish.org. Reclamation and BPA report in concert the tributary habitat improvements connected with the FCRPS NOAA Biological Opinion requirements and intimate understanding with these requirements are a foundation to the development and use of the database. 13. Database system must incorporate pertinent elements of a structured Project Management (see https://www.pmi.org) system like the Project Management Institutes and perform tracking based on milestones and deliverables. 14. Provide interactive Help functionality. 15. The CSRO Project Database and all related work products must be compliant with the requirements of Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended, and the applicable guidelines and standards for accessibility promulgated by the United States Access Board available at: https://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards/section-508-standards The purpose of this sources sought is to specifically ascertain any Women Owned Small Business (WOSB) concerns and/or other socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB programs) to help determine the availability of qualified businesses technically capable of meeting the Government requirement and to determine the method of acquisition, including whether a small business social-economic set-aside is possible. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will not be responsible for any costs incurred by the respondents to this notice. THIS NOTICE IS FOR RESEARCH AND INFORMATION PURPOSES ONLY. The North American Industry Classification System (NAICS) code for this requirement is 541512 (Computer Systems Design Services) and the associated small business size standard is $27.5 million. All businesses with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. Requesting vendors provide information addressing sections 1-8 below: 1. Vendors name, address, DUNS number, and point of contact name and email address 2. Vendors business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.) 3. Vendors specific experience in Project Database Design & Development to include Database Build-Out & Interface Development 4. Vendors specific experience providing Endangered Species Act (ESA) consultation(s)detail your understanding of Federal Columbia River Power System consultation/ Biological Opinions requirements and habitat rehabilitation. 5. Vendors specific experiences and successful working relationships supporting Federal Columbia River Power System action agencies...specifically Bureau of Reclamation (BOR), Fish & Wildlife (EF&W), and Bonneville Power Administration (BPA). 6. Vendors specific experiences facilitating BOR Tributary Habitat Program, stream habitat rehabilitation, and associated expert panel evaluation process and the integration with Bonneville Power Administrations (BPA) Fish and Wildlife Program. In addition; please detail your clear understanding of CSROs existing ESA database initial development and connection to Action Agency metrics and reporting critical to FCRPS BiOp. Finally; clearly address your knowledge of the Pacific Coastal Salmon Recovery Fund (PCSRF) and KATZ metric requirements of the FCRPS BiOp. 7. Vendors ability to systematically transfer habitat metric credit information into the Taurus/Pisces database at BPAs Fish and Wildlife Program cbfish.org website. 8. Vendors intent to submit a quote should a formal solicitation be issued.
