- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is N68836-18-Q-0149 and this solicitation is issued as a request for quote (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-97. The small business standard for the associated NAICS code is 488190 with a size standard of $32.5M. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC), Jacksonville, Florida is soliciting quotes of companies to provide repair services for TF34-GE-100A Compressor Discharge Pressure (CDP) Seals for the Fleet Readiness Center Southeast (FRCSE). The Contractor shall provide repair services for Part Numbers 6037T40G01 and 5023T74G02 in accordance with (IAW) the attached Performance Work Statement (PWS). Only one award will be made under FAR Part 12 procedures. The awarded contract will be of a Firm Fixed Price Single Award Task Order Contract (SATOC) type. Quotes are due NLT 12:00 p.m. Eastern Standard Time (EST), 31 May 2018. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, considering past performance. Offerors will be required to submit a technical quote that will be evaluated IAW the PWS. The technical quote shall consist of the offeror ™s technical capability of the services offered to meet the Government requirement. Procedures in FAR 13.106 are applicable to this procurement. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the non-cost factors (technical capability and past performance). Under this process, trade-offs between price and non-cost factors are not permitted. Instead, quotes are evaluated for acceptability but not ranked using the non-cost/price factors. The Government will evaluate proposed prices for fairness and reasonableness using price analysis techniques. Questions concerning this solicitation must be submitted NLT 12:00 p.m. EST, 27 April 2018 to reasonably expect a response from the Government. Questions not received within the prescribed time and date WILL NOT be considered. The Government intends to award one contract as a result of this solicitation. As set forth in FAR 13.106-2, the Government intends to evaluate quotes in an efficient and minimally burdensome fashion.
