- 89603018K0038 89603018K0038.docx Description: Notice of Intent - Exception to Fair Opportunity The Federal Energy Regulatory Commission (FERC) intends to issue a modification to the Firm Fixed Price (FFP) & Time & Materials CLINs of task order issued to SRA International, Inc., FERC-15-F-0035 under contract number HHSN316201200050W. This Exception to Fair Opportunity is issued in accordance with under the authority of FAR 16.505(b)(2)(i)(A) agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. The modification will be awarded on or about May 31, 2018. The period of performance will be for the upcoming Option Year, June 1, 2018 May 31, 2019. The prospective contractor shall provide Information Technology Support Services (ITSS) including but not limited to Program Management, IT Operations, IT Security, IT Planning and Investment, and Systems Development and Engineering. FERC intends to award this requirement as a sole source to SRA International Inc. since SRA is the incumbent contractor for the IT Support Services. The upcoming modification will reflect an increase in scope of work and level of effort required to execute the services currently under Task Order FERC-15-F-0035. The North American Industry Classification System (NAICS) code for this requirement is 541512. This notice of intent is not a request for proposals or quotes. In January 2018, FERC cancelled Request for Proposal (RFP) # C-41384-O under the NITAAC GWAC program given the need to re-evaluate the Performance Work Statement (PWS) and Independent Government Cost Estimate (IGCE). FERC anticipates issuance of a revised RFP for IT Support Services providing Fair Opportunity to vendors under the NITAAC GWAC program IAW FAR 16.505. The RFP will be available sometime in the October/November 2018 timeframe. All responses must be submitted to the Government point of contact at the email address shown below. Inquiries received via phone call or left on voicemail will not be responded to. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
