Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N6228518RC057AE and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit quotes. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-05-29 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Washington, DC 20850 The FLC Norfolk - Philadelphia requires the following items, Meet or Exceed, to the following: LI 001: The laser is to be used for a process called 'laser cooling' on an atomic beam of calcium. - Center wavelength: 422.792nm, corresponding to the 1S0-1P1 transition in calcium 40. - Modehop-free tuning of at least 10 GHz about this wavelength - Linewidth: 0.5 MHz or less - Power: 700 mW minimum - Actuator for stabilizing frequency to external reference using analog voltage input (piezo, current, etc.), with minimum bandwidth of 1kHz - There must be no amplitude modulation on the laser output, due, for instance, to frequency modulation on the IR light for cavity locking - The doubling cavity must have auto-relock in the event that lock is momentarily lost - Any necessary installation to the extent required to make it a turn-key system - Other: linearly polarized, collimated free-space output - The system must be turn-key and meet all of these specifications without any user provided components or optimization - Laser has to fit on a certain portion of our optical table, and the electronics to be about 6U high for a 19" rack. Installment/Integration & Training: Training provided during installation. The subtleties of the laser, how to solve various problems, how to operate safely, and required maintenance, etc. Price is inclusive of any/all costs, to include delivery, installation, training, and contractor travel. a Contractor shall provide attachment for technical review referring to required Dimension/Specification of Item, Delivery, Installation, and Training., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, FLC Norfolk - Philadelphia intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. FLC Norfolk - Philadelphia is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.FedBid.com.
