- Description
- Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, intends to award a five (5) year Fixed-Price Indefinite Delivery Indefinite Quantity contract for the manufacture of P-8 Engine Wash System Peculiar Support Equipment (PSE), on a sole source basis with A.T. Juniper (Liverpool) Limited (A.T. Juniper) (CAGE: U2066) of Liverpool, Merseyside, United Kingdom. This PSE shall be used at the Organizational Level of Maintenance to support CFM56-7B Engine Wash. This procurement provides for the manufacture and delivery of four (4) PSE End Items required to perform an Engine Wash and support initial outfitting of the P-8A aircraft. The minimum quantity for Compressor Washer (Part Number (P/N) JMP/HER/D/1144/C600) is zero (0) each, with a maximum quantity of twenty-eight (28) each. The minimum quantity for CFM56-7 Engine Long Probe Set (P/N JMP/CFM56/D/6645) is one (1) each, with a maximum quantity of thirty (30) each. The minimum quantity for CFM56-7 Engine Short Probe Set (P/N JMP/CFM56/D/4462) is thirteen (13) each, with a maximum quantity of forty-two (42) each. The minimum quantity for Trailer Mounted Kyoto Containment Mat (P/N JMP/KYOTO/D/6777/C200) is four (4) each, with a maximum quantity of thirty-six (36) each. Under the authority of 41 U.S.C. 1901, Simplified acquisition procedures (Certain Commercial Items), the Government intends to issue a sole source contract to A.T. Juniper because they currently retain all rights to the technical data required to provide the Engine Wash System of the same form, fit, and function compatible with the P-8A. The Government does not possess the data rights to develop and issue a competitive specification for this containment system. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
