- Questions and Answers: Peer to Peer Certification and Training Question 1: Is there a final performance work statement, or are we to assume that the PWS provided at the time of the sources sought solicitation release is version 6, referenced in Section D, page 28, of the solicitation? Yes this is the final PWS Question 2: Is there an incumbent for this work? Yes, Recovery Innovations, contract number VA777-15-P-0258. Question 3: If there is no incumbent, is this work being performed now and if so, how? The contract will be coming to an end. The worked is being performed very similar to what is specified in the current PWS. Question 4: Does this work require the awarded vendor to be certified to provide credentials; or, is the requirement that vendor be qualified to train only? Yes, vendor must be certified to provide credentials to peers. Question 5: Must the vendor have past performance for training and certifying peer support trainers/apprentices as recognized by the Mental Health Association (MHA)? Doesn t have to be MHA but should be at minimum recognized as a state certifying training program. MHA would be on a national level. Question 6: Does the training of other forms of peer trainers, (i.e. peer health educators, community health workers, health navigators, lay health workers), apply as acceptable past performance? NO, there must be experience demonstrated with military / veteran culture and 12 domains listed in PWS. Question 7: The solicitation requires expertise in the 13 domains identified in the PWS for key personnel submitted. The PWS in the sources sought only mentions 12 domains ( Recovery Principles, Peer Support Practices, Cultural Competence, Communication, Recovery & Personal Wellness Goals, Whole Health Approach to Services, Managing Crisis and Emergency Situations, Group Facilitation, Advocacy, Use of Recovery Tools, Workplace Skills, and Professional Development ), what is the 13th domain required? There should only be 12 domains. Originally there were 13. Question 8: The solicitation section B.3 Price/Cost Schedule identifies 2 Contract Line Item Numbers (CLINs) and does not show a CLIN for ODCs. Should our quote for CLIN 1 include ODCs for development and production of training materials to be used throughout the period of performance, or is this part of the information that the VHA will provide participants? VHA is not providing anything which is why we are soliciting for a contractor. Your CLIN should be your total cost, however; you will not need to show your basis of estimate in your quote. So, there should be a breakdown of how you arrived at your total overall quotation. Question 9: Will the awarded vendor be provided with any Government Furnished Information (GFI) to perform the work and if so, will the provided GFI be identified prior to the specified proposal submission date? There will be no GFI associated with this contract.
