- TITLE: 65- NOTICE OF INTENT TO AWARD SOLE SOURCE SOL: 36C24218Q9140 DUE: 05/29/2018 SET ASIDE: N/A NAICS: 325413 POP STATE: Not specified AGENCY: Department of Veterans Affairs VISN 2 Downstate Area VAMC (Hudson Valley VAMC, Bronx VAMC, East Orange VAMC, New York Harbor VAMC and Northport VAMC) POC: Wilmen Joa | email: Wilmen.Joa@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO, BIOMERIEUX, INC., Bacterial ID and Susceptibility Testing. The purpose of this procurement is for the Contractor to provide VISN 2 south facilities with standardized microbiological system for the identification (ID) and antimicrobial susceptibility testing (AST) of microorganisms which shall have the capability of performing or reporting the clinical parameters as defined for the VISN 2 south facilities in accordance with the terms and conditions stated herein. The instruments shall be able to simultaneously perform the complete profile as described below and meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). This procurement will include Identification only systems such as Time of flight Mass spectrophotometer (MALDI_TOF) and manual identification systems. The assessment shall cover all VAMC listed above of VISN 2 herein. Market research was conducted and determined that sole sourcing this requirement is in the best interest of the Government. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Downstate Area VAMC intends to award a sole source contract under the authority of 41 U.S.C. 253 (c)(1)-FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to BIOMERIEUX, INC. 100 RODOLPHE ST, DURHAM, NC, 27712-9402. BIOMERIEUX will provide Bacterial ID and Susceptibility Testing listed in the table 1A below and installation & training as needed to VISN 2 Downstate Area VAMC under GSA Contract# GS-07F-9525S. This action will result in a Firm-Fixed Price contract. No solicitation document exists and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide supplies or services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government may consider all Expressions of Interest received prior to May 29, 2018. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
