- This Request for Information (RFI) / Sources Sought (SS) Notice is for market research, information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Public Health Center (APHC), Aberdeen, MD, or the U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD. 1. PURPOSE AND BACKGROUND The APHC is seeking to renew the American Industrial Hygiene Association Laboratory Accreditation Program (AIHA-LAP) accreditation. The AIHA program is necessary to meet the requirements of DA PAM 40-11 Preventive Medicine, Federal and State Laws, and other DOD regulations. Provided are evaluation and accreditation of occupational health testing laboratories to ensure the quality of analytical data used for regulatory purposes meets the requirements of various programs, regulators and state agencies. Enrollment and analysis of PT samples provided by American Industrial Hygiene Association Proficiency Analytical Testing Programs (AIHA PAT programs) is a requirement to participate in this accreditation program. 2. SCOPE The Contractor shall possess the following capabilities: • accredit Industrial Hygiene Organic Solvents and Metals, as well as Environmental Lead, Soils and Dust Wipes; • provide various Industrial Hygiene (IH) and Environmental Lead PT samples; and • provide assessors possessing technical knowledge and experienced in the parameters requiring accreditation. 3. PERIOD OF PERFORMANCE The period of performance is for one (1) twelve (12) month Base Period and four (4) twelve (12) month option periods. 4. WORK SCHEDULE AND LOCATION The Contractors shall work at their facility and at the U.S. APHC Laboratory for the onsite audit portion of the requirement. 5. PERFORMANCE REQUIREMENTS 5.1. Objectives The objective of this requirement is to provide auditing of and accreditation to the AIHA Standards. 5.2. Specific Tasks / Requirements 5.2.1 Objective 1 - Accredit the APHC lab for the parameters requested by the APHC. 5.2.1.1 Task 1 - Review the quality documentation from the APHC Laboratory in preparation for the onsite audits. 5.2.1.2 Task 2 - Provide qualified AIHA certified auditors to perform the required onsite audits. 5.2.1.3 Task 3 - Assess the laboratories by Subject Matter Experts for the laboratory's particular field of testing using appropriate comprehensive checklists. 52.1.4 Task 4 - Review documentation, observe performance of each test procedure on the scope, and interview laboratory personnel to determine compliance and deficiencies. 5.2.1.5 Task 5 - Provide a final out-brief at the onsite assessment to the APHC Lab. 5.2.1.6 Task 6 - Forward a final detailed written report to the laboratory director and Contracting Officer's Representative (COR) within 30 calendar days of audit completion. 5.2.1.7 Task 7 - Provide documentation of AIHA accreditation to the APHC upon AIHA acceptance of any corrective actions from APHC following completion of the assessment. 5.2.2 Objective 2 - Provide the various Industrial Hygiene (IH) and Environmental Lead PT samples to meet the AIHA-LAP, LLC accreditation requirements for the calendar year. This is NOT required in the Base Period for this Contract. 5.2.2.1 Task 1 - Provide the following PT Samples based on the 2018 AIHA published PT schedule with any applicable instructions per set: 1. 2 Rounds of Diffusive 3M PTs 2. 4 Rounds of Industrial Hygiene Metals 3. 4 Rounds of Industrial Hygiene Organic Solvents 4. 4 Rounds of Environmental Lead Dust Wipes 5. 4 Rounds of Environmental Lead in Paint 6. 4 Rounds of Environmental Lead in Soil 5.2.2.2 Task 2- Provide APHC with the results and acceptable ranges of each set of PT samples. 5.2.2.3 Task 3 - Ship PT samples to the APHC to maintain integrity of the samples and preservation requirements. This announcement is not a formal solicitation and is not a request for proposal. No contract will be awarded from this announcement. No reimbursement will be made of any costs to provide information in response to this announcement or any follow up information requests. Availability of any formal solicitation will be announced under a separate announcement.
