Description
Note: This is the second sources sought (SS) posted for this requirement. The last SS was posted in November. We are updating our market research. Please resubmit. PURPOSE: The purpose of this notice is to perform SOURCES SOUGHT/MARKET RESEARCH. This is NOT a solicitation. Responses to this notice will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow up information requests. The U.S. Army Corps of Engineers, Europe District, requests letters of interest from qualified firms interested in performing work in support of environmental surveillance and remediation services. Under this planned contract, the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment and incidental services required to execute and document results of environmental remediation projects at DoD facilities. Examples of remediation work to be performed under this contract shall include but not be limited to the following. Surveys, assessments, and plans: a. Performing environmental assessments and surveys; b. Conducting topographic surveys and other elevation and location measurements; c. Performing site reconnaissance (site surveys) and developing characterization plans; d. Preparing work plans, quality control plans, project management plans, quality assurance plans, and health and safety plans; e. Performing Preliminary Assessments and Site Investigations (consulting, providing recommendations and reporting remediation results); f. Sampling and analytical testing of sediment and soil, and rock borings for chemical and geotechnical parameters; g. Sampling and analytical testing of ground and surface water, stormwater, drinking water, air, soil, or other contaminated media; h. Development of Remedial Investigation and Feasibility Study reports; i. Development of Decision Documents, and remedial design plans; j. Groundwater modeling, fate and transport analyses; and k. Developing reports in both English and Host Nation language. In situ/ex situ cleanup: l. Monitoring natural attenuation implementation; m. Installing and operating/maintaining remediation systems including pump and treat groundwater systems, remedial injection, air sparging/vapor extraction, thermal, etc;. n. O&M reporting, Host Nation consultation and coordination, trend analysis and system optimization; o. Removing and/or disposing of contaminated media (including storage tanks); and p. Treatability studies, evaluation of engineering controls; various pump tests/pilot tests. Other Mitigation and Environmental Services: q. Emergency Spill Response and Assessment of spill areas immediately following an incident; r. Protecting/repairing eroded (or potentially eroding) areas; s. Characterizing and disposing of soil/debris from erosion control projects, dredging or contaminated sites, and others; t. Installing and operating/maintaining storage tanks; u. Removing/Mitigating Asbestos, Lead and Radon; v. Non-hazardous, toxic, chemical, and radioactive environmental projects; w. Remedial Action Operation or Long Term Monitoring; and x. Conducting site surveys, evaluations and removals of Unexploded Ordinance (UXO). These contracts may be used to support the U.S. Army Europe Installations and/or other U. S. Government Agency requirements in Germany and Poland. Small and Small Disadvantaged Business requirements are waived for this project due to its location being OCONUS. The Government intends to award more than two firm fixed-price indefinite delivery indefinite quantity (IDIQ) contracts. The proposed contract(s) will be for one period of 3 years with 2 one-year options, resulting in the contract performance period maximum of 5 years. The estimated total contract price for the base year and all option years for all contracts combined is $40,000,000. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS: Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 5.) (1) Name of firm, address, point of contact, phone number, and email address. (2) CAGE Code and DUNS number (if available). (3) Your intent to submit a proposal for this project when it is formally advertised. (4) Your firm's capability to perform a contract of this complexity. Include offeror's in-house capability to execute remediation and contaminant mitigation services, experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) are requested to provide no more than 3 examples of projects performed for review. (5) Your firm's willingness and ability to do work in Germany. Offerors shall either have the in-house capability to work in Germany or discuss what arrangements (e.g. teaming arrangement, joint venture) it has or will put in place to perform the work. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. WHEN / WHERE TO SUBMIT RESPONSES: Interested business concerns are requested to complete and return via email the requested information above.
