Description
Supply with Construction Installation Contract: Dworshak Digital Exciter Replacement The work described herein involves the replacement of three complete digital static excitation systems for Units 1-3 at the Dworshak Powerhouse. The contract selection process will be conducted as a best value trade-off, as defined in FAR 15.101-1. The resulting contract will be a firm-fixed price supply with construction installation contract that will include sustainability requirements. 100% performance and payment bonds will be required for the installation/construction elements of the contract. The North American Industry Classification System (NAICS) code for this work is 334413, Semiconductor and Related Device Manufacturing, and the associated small business size standard is 1,250 employees. Competition is full and open. Solicitation number W912EF18R0003 will be posted to the Federal Business Opportunities (FBO) website on or about 15 June 2018. The proposal due date will be contained in the solicitation and any solicitation amendments that may be used. Supply side of the work is to supply three complete digital static excitation system for Units 1 - 3 at Dworshak Powerhouse. The scope of the supply aspect of this requirement includes but is not limited to the following: design; prepare drawings, and installation instructions; manufacture and shop test; prepare and load for shipment; deliver f.o.b. destination; and to install, make completely operational, test and commission three complete digital static excitation systems. Construction side of this work includes removing the existing excitation systems for these units; modification of the Unit control switchboards; replacement of the brushes, brush holders and rigging on the collector rings; reuse of the cable tray and existing conduit for power and control connections; replacement of the existing power, control and annunciation connections. Provide on-site customer operations and maintenance training by authorized representatives of the new equipment manufacturers. Place of Performance is at the Dworshak Dam located near the town of Ahsahka, Idaho, within Clearwater County, Idaho. A site visit will be offered approximately 2 weeks after the solicitation is posted. Refer to the solicitation for details regarding the site visit.
