- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 326150 with a small business size standard of 750 employees. AFRL requires Radio Frequency (RF) Absorbers with the incidental testing & installation services to one existing RF Shielded Enclosure at AFRL/RI. The Government intends to negotiate a sole source contract with: ETS-Lindgren Inc. 1301 Arrow Point Drive Cedar Park, TX 78613 The Government has determined that no other source has commercial offerings that can meet this requirement. AFRL/RI requires the purchase RF Absorber material, with installation in the ETS-Lindgren RF Chamber presently installed at AFRL/RI. The RF Chamber within RI, was installed by ETS-Lindgren who therefore has the knowledge of the RF Chamber characteristics and can offer the required RF Absorber material that is best suited for their own RF Chamber. Additionally, ETS-Lindgren is able to provide the required installation and performance testing. ETS-Lindgren offers specific RF Absorber material that offers the RF attenuation specification with an average reflection coefficient of -20 dB over a wide frequency range. Additionally, ETS-Lindgren provides RF Absorber material that is only 2.24 inches thick which is important given the small size of the RF Chamber. ETS-Lindgren is able to install the material in such a manner that it can be removed in the future and replaced with other RF Absorber material that has different characteristics for future experiments. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 June 2018. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
