Page 1 of 2 SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support, a requirement for an Immunohistochemical (IHC) and in situ hybridization (ISH) automated slide stainer equipment for the Edward J. Hines Jr VA Hospital, Hines, IL. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334516-Analytical Laboratory Instrument Manufacturing. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals/quotes; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 12:00 PM CST on 25 May, 2018. All responses under this Sources Sought Notice must be emailed to jessica.rasmussen3@va.gov. Below are a list of capabilities and requirements: 1. Accommodate IHC (Immunohistochemical) and ISH (in situ hybridization) staining on the same instrument platform. 2. Minimum 1-year warranty, parts and labor 3. Capability of both continuous load and batch processing 4. Fully automated system for pre-treatment and staining with no operator intervention from initial slide load to removal of stained slides 5. Turnaround time of no greater than 6 hours for IHC staining and no more than 6 hours for ISH. 6. Capacity to accommodate at least 36 reagent containers 7. Capacity for delayed start run if slides cannot be stained during the laboratory primary working schedule. 8. Flexible, open system 9. Minimum capacity of 30 on-board slides 10. Minimal time for set up and maintenance 11. Report printer 12. Label printer 13. On-site training for approximately 8 operators 14. Dimensions not to exceed 65"L x 38"W by 86"H 15. Barcode scanner 16. 115V 17. Pre-site inspection, instrument delivery, installation and set-up by qualified personnel certified by the vendor Contractor would be required to provide the following in addition to the equipment: 1. Installation of equipment including connecting any plumbing (if necessary) 2. On-site, hands on training on equipment 3. Contractor responsible for delivery of equipment through the Hines VA Hospital warehouse for tagging and moving of equipment to the lab for installation. Additional pertinent information: If the contractor is not the equipment manufacturer, contractor would be required to provide documentation to prove authorized distributor status through the manufacturer in accordance with VA Grey Market requirements. Contractor is subject to furnishing information on country of origin of equipment in consideration of the Buy American Act or other Trade Agreements, where applicable.
