Description
NOI Marketing Rep Moldova In accordance with FAR Subpart 6.302-1 entitled - "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," the following information is herein documented regarding the non-competitive justification of the below-stated acquisition. The Broadcasting Board of Governors (BBG) intends to award a non-personal service contract to Victoria Tataru to serve as a Marketing Representative for Moldova and other designated countries. The base agreement is $19,100 (period of performance July 9, 2018 - July 8, 2019) with the option to extend for an additional three (3) one-year period. The total value of this award shall not exceed $80,000. The action being approved herein is a non-competitive procurement of services required to meet the Agency's need to place BBG content on affiliate platforms in the region. The placement of this programming is vital to meet the ever-expanding requirements of the BBG's global broadcasting mission. Mrs. Tataru has worked for OSD since 2017. During this period, she has participated in OSD's marketing meetings where BBG priorities and strategic goals were reviewed and discussed. She has promoted the VOA programs at seminars, fairs, and other settings. She has monitored the programs and the media in Moldova region. Mrs. Tataru has helped to expand the BBG's reach in Moldova. During her time on the job, she has gained the experience to market BBG programs and content in Moldova, her large network of media contacts in Moldova is critical for the BBG's continued placement opportunities in the region. Mrs. Tataru has more than proved she is capable of doing the job. If Mrs. Tataru's contract is not renewed, we run the risk of being handicapped by giving up the momentum we have established in Moldova. OSD has compelling reasons to establish a new follow-on contract with Mrs. Tataru for another four years (base year plus three (3) 1-year options to extend the contract term). Per FAR Subpart 6.302-1, 41 U.S.C.253(c)(1) is the statutory authority permitting other than full and open competition for this acquisition, and it is herein cited as follows: "When the supplies or services required by the agency are available from "Only one responsible source, and no other type of supplies or services will satisfy agency requirements", full and open competition need not be provided for. The nature of the proposed acquisition requires these unique services to be provided by Victoria Tataru in order to ensure affiliate placement with existing affiliate broadcasters be maintained and current in-process affiliates be seen to fruition. The Office of Strategy and Development (OSD) herein certifies that Victoria Tataru is the only agent that can meet BBG's requirement. The Contracting Officer, with the OSD Authorizing Contracting Officer Representative (COR) for this procurement, has determined that the anticipated cost of the Government will be fair and reasonable. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Candidates that believe they can provide equal or superior service that are capable of meeting government's needs are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 30 days of publication of this notice. All information received within 30 days of publication of this notice will be considered by the Government to determine if other candidate can meet the Government's requirements and is capable by the contracting office no later than deadline provided in this notice. Responses may be e-mailed to atgartne@bbg.gov. Pursuant to Contract Subsection I.2 entitled, 52-232-18 AVAILABILITY OF FUNDS (APR 1984), funds are not presently available for performance under this contract beyond 30 June, 2017. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 30 June, 2017, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer. I certify that this justification for the above-stated acquisition is accurate and complete to the best of my knowledge and belief.
